Description
The Centers for Disease Control and Prevention (CDC), Office of Public Health Preparedness and Response (OPHPR), Division of Emergency Operations (DEO) intends to award a sole source firm-fixed price purchase order to Leica Microsystems, Incorporated. The address is 1700 Leider Ln; Buffalo Grove, IL 60089-6622. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing). The size standard is 1000 employees. The Government intends to purchase Leica Slide Printer needed by the Division of Emergency Operations (DEO). The Liecia IPS module is designed for high throughput histology slide printing at superior chemical resistant printing resolution and therefore unmatched printing quality and flexibility. The system is tailored to release lab technicans from time consuming manual slide labelling work and will optimize our lab's running cost. This is of upmost importance because the urgency is that IDPB is expecting 100-150 tissue samples per week starting in January 2017 for ZIKA. CDC will begin receiving tissue specimens from Puerto Rico and the number of samples that we are going to receive is estimated in thousands. In order to increase our slide labeling capacity and to improve turn-around time for the result reporting, it is necessary to have this machine to expediate the process. Leica Microsystems, Incorporated is the only brand certified to sell the slide printer. Leica Microsystems specially makes the slide printer upon demand to exact specifications. The Leica Microsystems is the only printer on the market utilized in the Division of Emergency Operations. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the Leica Microsystems, Incorporated which is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. Tim Williams via email to TLWilliams3@cdc.gov using solicitation number 2017-Q-66418 in the subject line, no later than 10:00am Eastern Time, March 15, 2017.
