Description
The National Aeronautics and Space Administration (NASA) is considering conducting a procurement for the award of a single, firm-fixed-price contract for facility operations, maintenance, management, and data center power and network integration to support the data center facility known as the National Center for Critical Information Processing and Storage (NCCIPS). This contract will require on-site performance of the services 24x7x365 at the following location: NCCIPS Complex of the NASA Shared Services Center (NSSC) located at Stennis Space Center near Bay St Louis, Mississippi. Current facility Operations and Maintenance services are provided through a single contract set to expire within the next 1-2 years. The objectives of this sources sought notice is to gauge industry’s interest in this requirement, improve NASA’s knowledge of industry’s capabilities, assist with any set-aside determination, and solicit information that will enable NASA to better prepare a solicitation that meets the NCCIPs requirements. The NSSC is soliciting information from industry to identify sources with the capability to perform data center facility operations, maintenance, and management. Overall coordination of these activities is provided by the NSSC Procurement Services Division located at Stennis Space Center. There is no requirement for presence at any other NASA facility. Data center facility operations, maintenance, and management services include supporting critical customer provider IT processing and storage for a Tier III data center supporting multiple Federal Agencies under a shared services model. The contractor shall provide 24x7x365 facility operations, maintenance, engineering and support, network administration supporting the facility, physical and information security support, inventory management, shipping and receiving, as well as maintenance of critical facilities infrastructure and facilities IT hardware, software, and firmware in support of the NCCIPS Tier III infrastructure. The effort requires a total solution which supports the data center itself and all ancillary facilities including administrative areas, storage areas, shipping and receiving facilities, and the telecommunications point of presence. Requirements include, but are not limited to, designing, testing, and delivering facilities support, materials, and skills to accomplish small to large scale data center power and networking integration, personnel, and operational processes. This requires active monitoring of the electrical distribution Supervisory Control and Data Acquisition (SCADA) system, the mechanical HVAC Building Automation Systems (BAS), Fire/Life Safety, and Camera/Badge systems. The period of performance will consist of a Base Period of 18 months, and four 1-year option periods. The NAICS code and the small business size standard for this procurement are 541513, and $27.5 million, respectively. Since this is a sources sought notice, no evaluation letters and/or results will be issued to the respondents. Vendors having the capabilities necessary to meet the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Capability Statements shall be submitted electronically, via e-mail, to the primary Point of Contact (POC) listed below. The Capability Statement, exclusive of the one page summary, shall not exceed 12 pages (including attachments) and shall contain a minimum font size of 12. Additionally, the Capability Statement shall list, at a minimum, 2 customer contacts covering the past 5 years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, number of employees and customer point of contact address, phone number and email address). To facilitate a prompt review, a one-page summary shall be included with your capability statement(s), which shall identify your company's specific capabilities that are relevant (and reflect the magnitude) to these requirements. The one page summary will not count against the page limit. The one page summary shall include: (1) Company's name, address, primary POC and telephone number (2) Size of business (3) Company's average annual revenues for the past 3 years and total number of employees (4) Ownership (5) Number of years in business (6) Company's Government size standard / type classification (Large, Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned, Service Disabled Veteran, HUB Zone business) (7) Affiliate information: parent company, joint venture partners, prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact position, address and phone number (8) Applicable NAICS Code(s) (9) DUNS number and cage code To assist NASA in evaluating this procurement opportunity, we are seeking the following information from industry: (1) How long has your company been involved in Data Center Facility support services? (2) What is the level of interest of your company to participate in this procurement (prime or subcontractor)? (3) Does your company currently perform data center facility operations and maintenance for a Government Agency? If so, what Agency and at what locations? (4) If your company provides facility operations support services, what types of tasks do they perform (program management, facilities engineering support, facilities monitoring support, facility IT/IA/Instrumentation and Control system engineering, electrical operations support, physical and IT security support, Facilities equipment and building management and maintenance support, Computer Aided Design (CAD) and Computational Fluid Dynamics (CFD) modeling energy management support, asset management support, inventory control/shipping and receiving support, safety support, quality assurance control support, data center custodial support, and surge support. (5) Does your company have secret, top secret, and top secret SCI clearance capabilities? (6) How does the presence of an Organizational Conflict of Interest clause affect your company’s interest in this requirement? This sources sought notice is for information and planning purposes only and is not to be construed as a commitment by the Government, or will the Government pay for the information solicited. Respondents will not receive feedback on the information obtained through this synopsis. At this time, no solicitation exists. Prior to the release of a solicitation for this effort, a pre-solicitation synopsis will be posted on the Government-wide point of entry at URL http://www.fedbizopps.gov. It is the potential offeror’s responsibility to monitor this site for the release of any synopsis. If NASA decides to host an industry day or pre-proposal conference, logistical information will be included in the pre-solicitation synopsis and/or resultant solicitation.
