Description

THIS MARKET SURVEY HAS BEEN EXTENDED UNTIL March 24, 2017. ALL SUBMITTALS ARE DUE NO LATER THAN 3:00PM (EST), March 24, 2017. Market Survey 1. Introduction/Purpose The Federal Aviation Administration (FAA) William J. Hughes Technical Center located at Atlantic City International Airport in Atlantic City, NJ has a requirement for an Angle-of-Attack (AOA) device that is compatible with a B737 and/or an A330 full flight simulator (FFS). Device must be suitable for a transport category aircraft. 2. Nature of Competition At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set-aside all or part of the procurement for small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA ™s 8(a) Program. The results of this market survey will be used as a determining factor in deciding on the level of competition. Please note: Based on the FAA ™s AMS policy at 3.2.1.2.3, the use of agency wide contracts must be used to the maximum extent possible and the responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract vehicle is appropriate. 3. Standard Language Interested companies are reminded that “ (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal are solely at the interested vendor ™s expense. 4. North American Industry Classification System (NAICS) Code The projected NAICS code for this requirement is 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with an applicable size standard of 1,250 employees. 5. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA's requirement as specified in the attached Statement of Work document. (b) Business Declaration “ Submit a completed copy of the attached Business Declaration form, along with a copy of the appropriate Small Business Administration (SBA) certification where applicable. 6. Delivery of Submittals Vendors must contact the Contract Specialist, Brittany Owens, with any questions regarding this market survey via email at Brittany.CTR.Owens@faa.gov. All submittals must be received via email at Brittany.CTR.Owens@faa.gov no later than 3:00 PM (EST) on Tuesday, February 28, 2017. 7. Other (a) The FAA does not anticipate a site visit prior to submittals in response to this market survey announcement. (b) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. 8.
