Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS) is conducting a market survey and is seeking competent and qualified firms to provide design and construction of a tower structure, installation of a cable support structure, and ice bridge from the new tower to a communications building in Havre, Montana GSA is seeking highly qualified firms with tower construction experience. An award of the project is anticipated for August 2017. Anticipated start date for contract is also August 2017. The estimated performance period is 90 calendar days from notice to proceed. The North American Industry Classification System (NAICS) code for this procurement will be 237130, Power and Communication Line and Related Structures Construction. The Small Business Size Standard is $36.5 million. SCOPE OF SERVICES Tower Construction to include the following: •Lattice self-supporting tower 100 feet tall •Designed to accommodate an additional 20 feet of lattice structure for potential future grown to a maximum of 120 feet. •Location in grass field behind communications tower •Designed weak point (leg) facing away from building at a height protective of adjacent property •Designed to support up to (10) BA 1010 antennas. Target design shall be 50% capacity in controlling element for up to 120 foot tower with ten (10) antennas installed •Grounding system shall be FAA-STD-019.e - 05 compliant •Tower structural design for wind and ice load IAW ANSI/TIA-222-G •Tower Class: Class III & Category: as assigned determined by terrain IAW ANSI/TIA-222-G •Tower grounding system and Tower ground ring IAW FAA STD 19e •Tower Ground bus IAW Motorola R56, Unless covered in FAA STD 19e •Fall Arrest system with ladder system (either in center of tower or on towers' Lattice between leg positions A & B) IAW Motorola R56, Unless covered in FAA STD 19e •Tower peg climb system (leg C) IAW Motorola R56, Unless covered in FAA STD 19e •Wave guide ladder (towers' Lattice between leg positions B & C) IAW Motorola R56, Unless covered in FAA STD 19e Icebridge to include the following: •Icebridge with three tier trapeze kit (The Ice bridge will extend no more than 30 feet from towers' Lattice between leg positions B & C in-line and near the buildings' cable Port entry panel) IAW Motorola R56, Unless covered in FAA STD 19e •Icebridge system shall be grounded IAW Motorola R56, Unless covered in FAA STD 19e •Interior Arrestor Trapeze Kit grounded to interior Main ground bus bar system IAW Motorola R56, Unless covered in FAA STD 19e Building to include the following: •Cable Port Entry Panel with Boot assembly & Cushion IAW Motorola R56, Unless covered in FAA STD 19e. At least 7' high. •Cable Port Entry Panel shall be grounded to the Buildings' exterior ground bus system IAW Motorola R56, Unless covered in FAA STD 19e •Exterior Ground Bus system and bond to building ring ground system IAW Motorola R56, Unless covered in FAA STD 19e •Building should include air terminals for enhanced lightning protection. Contractors capable of performing as a prime contractor that can meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, address, business size, and annual revenue for the past 3 years. 2. Company status: 8(a), HUBZone, SDVOSB, large business, etc. 3. Affiliate information: parent company, joint venture partners, potential teaming partners. 4. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. 5. Pertinent details for two successfully completed tower construction projects. At minimum, provide information on tower size, contract dollar value, and point of contact information for the individual for whom the tower was constructed. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated above. All responses shall be submitted to Rhonda Widick at rhonda.widick@gsa.gov no later than 2:00 PM, MST, March 14, 2017. Please reference "GS-08-P-17-JE-C-0004 - Havre, Montana Tower Construction" in any email response. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's determination will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
