Attachment 1 - USCB Enterprise Development Tools 1. Purpose The purpose of this Request for Information (RFI) is to solicit input from the industry regarding their capabilities and past performance in providing software products. In addition, the Census Bureau is using this RFI to solicit input that the Census Bureau may use to refine its approach and requirements for the software products. This RFI is issued solely for informational, market research, and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the U.S. Census Bureau (USCB) to contract for any supply or service whatsoever. Further, the USCB is not seeking proposals at this time, and will not accept unsolicited proposals. All costs associated with responding to this RFI will be solely at the interested offeror's expense. The USCB is not liable for any costs (direct or indirect) associated with the preparation, submissions or responses to the market survey or any costs associated with the USCB use of the information. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Although the term "Offeror" is used in this RFI, your response will be treated as information only and shall not be used as a proposal. It is the responsibility of the interested offeror to monitor www.fbo.gov for additional information pertaining to this RFI. 2. Background The Federal Information Technology Acquisition Reform Act (FITARA) provides new authorities and responsibilities that the Census Bureau's Associate Director for Information Technology and Chief Information Officers (CIOs) can use to improve their agencies' IT management policies and practices. In support of FITARA Memorandum M-16-12 titled: Category Management Policy 16-1: Improving the Acquisition and Management of Common Information Technology: Software Licensing was issued, which requires Federal Agencies to: a. Employ a centralized software license management strategy that includes development of an approved list of software and an associated implementation plan. b. Maintain a continual agency-wide inventory of software licenses, including all licenses purchased, deployed and in use, as well as spending on subscription services. c. Compile a baseline inventory of commercial and Commercial Off the Shelf (COTS) software licenses purchased, deployed, and in use. Agencies shall leverage commercially available IT to support processes for compiling and maintaining software license inventories. Commonly used IT that enables industry best practices and standards for software license management includes: Software Asset Management (SAM) tools, Software License Optimization (SLO) tools, Continuous Diagnostics and Mitigation (CDM) tools, Continuous Monitoring as a Service (CMaaS), network management tools, and finance and accounting systems to report on software inventory, prices, and usage. d. This technology shall automate: IT hardware and software asset discovery; IT asset inventory tracking; software inventory normalization; contract, purchase, and product use rights reconciliation; software license optimization; and SAM data sharing capabilities. The Census Bureau's IT Directorate is in the process of replacing an existing Enterprise License Agreement (ELA), which supports Enterprise Development. The list of products supplied represent current software as well as new software required, both of which are also in need of maintenance support. Additional items will be added in the future to fulfill changing technologies as well. 3. Scope of Required Services The objective of this potential requirement is to establish a multi-year, single source vehicle that contains a catalog of software products by category that is maintained, updated to continually reflect in-scope approved products, and continually reflects pricing that is the best value to the government. The Census Bureau is seeking a contractor(s) to provide the needed software products. In providing the software products, the contractor shall accomplish the following objectives: a. Acquire the necessary software to meet the needs of the Census Bureau for 5+ years; b. Establish and maintain a catalog (based on Census Provided categories) of available supported software products that is updated regularly; c. Catalog will only contain software versions that are supported by the Original Equipment Manufacturer (OEM); d. Control licensing costs; e. Control software maintenance and training support costs; f. Have the ability to add SWG approved software: products, maintenance, and training, as products are added to our SWG approved list, OEM supported product revisions change, and pricing changes; g. Transition to an environment where licenses have the same life-cycle end date; h. Determine: - Any scope limitations with the list of software products Census need to acquire; and - If small business can meet the need. i. Require that all software purchases be made through reputable, authorized resellers; j. Require that all software purchases be accompanied by related user materials (e.g., manuals, registration cards, keys, etc.) and all proper licenses and receipts evidencing legal acquisition and use; and k. Require that all products listed in the catalog be fully available for purchase/delivery within 30 calendar days of an order being replaced with no substitutes permitted. 4. Requested Information Interested offerors shall provide the following information: a. Company Overview: 1. A brief description of your company; 2. Socio-economic status, business size, and size standard/applicable North American Industry Classification System (NAICS) codes; 3. Dun & Bradstreet (DUNS) number; 4. Web site address; 5. Government and commercial clients. Please include the scale of these contracts by dollar value, full time equivalent employees (FTEs), or number of annual contacts. b. Company Capabilities: 1. Specify your company's ability to fulfill the objectives stated above, by responding to each. 2. Have you performed similar services before in the past 3 years as the prime contractor? If so, please provide past performance details (within 3 years) to include contract number, dollar value, and point of contact. 3. If your company cannot fulfill all of the requirements without subcontractors, state how you recommend scoping the work so your company can fulfill all of the requirements and/or describe your approach to meeting all of the Government needs. US Census Bureau is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Census Bureau. Responses to this RFI must address the following questions: a. What existing contract vehicle(s): 1. Is your company on that are available to the Census Bureau; and 2. can meet the stated RFI objectives; and 3. obtain the software listed in Attachment 1 - Enterprise Development Tools List b. If you cannot identify a vehicle in question #1 above that can meet all of the requirements, how would you recommend the government organize this potential requirement to acquire these products? c. How would your company address: 1. the issue of transitioning all licenses to the same life cycle end date? 2. pro-rating the licensing based on when a license is acquired to the overall life cycle end date? d. How would you recommend incorporating volume quantity discounts to software product(s)? e. How would your company recommend adding additional software to any resulting contract/agreement should the need arise, and maintaining best value prices for the added products? f. What would your company recommend to ensure price control after award and competitiveness throughout the multi-year contract/agreement? g. How do you recommend the government test proposed catalog updates prior to accepting if/as necessary? 5.
