Description
Synopsis: NASA/NSSC has a requirement for a Diaphragm Compressor System for existing Hydrogen Test Facility gaseous hydrogen, helium and nitrogen distribution system. Minimum government specifications: Diaphragm Compressor Maximum compressor output pressure of 6000 psig unit for gaseous nitrogen, helium and hydrogen with after cooler gas cooling system. All components of the system will be integrated on a rack/skid with the approximate dimensions of L 45" X W 35" X H 60". -Inlet Maximum Allowable Working Pressure - 2000 psig -Capacity - approximately 15 SCFM, can be discussed and adjusted if required -Quantity: 1 Integrated on skid/rack closed loop cooling system. No continuous water input from the hydrogen test facility cooling water system. Electrical Area Classification - National Electrical Code (NEC) for Class 1 Division 2 Group B area. Electrical Wiring - Completely Integrated Unit Controls -Programmable Logic Controller (PLC) system -Manual start at compressor station -Dry contact for remote stop capability -Relays/Contact output for remote indication for compressor "running" and "standby" mode Control Panel Interfaces -Start/Stop Button -E-Stop Button -Dry Contact for Remote Stop -Running Light -Stopped Light -Compressor Standby Light -General Alarm Light Alarms and Shutdown -Process Condition -Low Oil Pressure -Low Suction Pressure -Leak Detection -Low Coolant Flow -High Discharge Pressure -High Discharge Set Point Documentation -Piping and Instrumentation Diagram -Equipment List/Bill of Material -Compressor Sub Assembly Drawings -Electrical System and Sub System Drawings -Instrumentation Details, Drawings, Manuals and Certification of Compliance -Material Certification for all hydrogen wetted components -Compressor Testing Procedure -Compressor Specification Sheet -English Compressor Instructions, Operation and Maintenance Manual -Certificate of PO Compliance Compressor Operation Testing and Verification after installation prior to sign off. NASA/NSSC intends to issue a sole source contract to PDC Machines, 1875 Stout Dr, Warminster, PA, 18974-1157 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that PDC Machines is the sole provider of a Diaphragm Compressor System. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 333912 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 8:00 a.m. Central Standard Time on March 3, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
