N00164-17-S-NB53 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT/INDUSTRY DAY - TACTICAL VEHICLE MAINTENANCE - FSC J023 - NAICS 811111 Issue Date: 28 FEB 2017 - Closing Date: 17 MAR 2017 - 4:00 PM Eastern MARKET SURVEY: The Government is issuing this RFI/Sources Sought as part of its market research for the maintenance of tactical vehicles. Naval Surface Warfare Center Crane Division (NSWC-CD) located at Crane, IN is seeking information from companies with the capabilities and facilities to perform various maintenance services. The Government intends to issue a five (5) year contract action with an estimated value of $10.25 million. Results from market research will be utilized to develop the overall contract strategy to include, contract type, socio-economic considerations, subcontracting, etc. Maintenance will be required for the following tactical vehicles: High Mobility Multi-Wheeled Vehicle, Bearcat, Medium Tactical Vehicle Replacement (MTVR), Logistics Vehicle System Replacement (LVSR), Aircraft Rescue Fire Fighting (ARFF), Mine-Resistant Ambush Protected (MRAP), Family of Tactical Trailers (FTT), and various tactical diesel generators. Maintenance services will vary per individual vehicle needs and are anticipated to include but are not limited to the following: • Oil/filter Change • Battery replacement • Wheel bearings replacement • Power steering pump replacement • Air Conditioning/Heater problem - diagnosis and repair • Water pump replacement • Starter replacement • Alternator replacement • Ball Joint replacement • Wheel alignments • Brake system problem - diagnosis and repair • Fuel system problem - diagnosis and repair • Transmission problem (replacement) - diagnosis and repair • Rear/Front End differential problem - diagnosis and repair • Tire repair/replacement • Engine replacement • External lighting (Head light, brake light, etc.) replacement/troubleshooting • Painting - up to and including full vehicle paint job with Chemical Agent Resistant Coating (CARC) • HMMWV/Bearcat window replacement The resultant contract action will require transportation of the vehicles by the contractor from NSWC-CD and return them to NSWC-CD once the work has been completed. There will be a prescribed timeframe within which the service must be completed, corresponding to the complexity of the services being completed on the particular vehicle. The location of the facility where the repairs will be completed shall be no further than a sixty (60) mile radius from NSWC-CD. The services required on the larger vehicles from the Medium and Heavy Tactical Vehicles portfolio (vehicles other than the HMMWV and Bearcat) would be minimal. Due to the size of the vehicles and cost and inconvenience associated with transporting them, these services need to be performed onsite (government facility availability is under review) or near the vehicle's location. This could be at NSWC-CD (if facilities are available) or a contractor facility no further than a thirty (30) mile radius from NSWC-CD. Interested parties shall have the appropriate facilities to accommodate the work described. This will include, but is not limited to: vehicle lifts, diagnostic equipment, mechanics hand tools, alignment rack, tire balancing machine, welder, access to a paint booth or paint shop, etc. The government will not fund the procurement of tools or facilities required to accomplish the tasking. NSWC-CD would like to invite interested parties to participate in an industry day to be tentatively held at Westgate Academy and Conference Center the week of 27 March 2017. The industry day is anticipated to provide interested parties with a more in depth view of the opportunity and include a round table to discuss various possible acquisition strategies and solutions. The Industry Day will be unclassified. Attendees must be U.S. Citizens. We recommend all non-US companies utilize US Citizen representatives. Each Industry participant will be limited to a maximum of three (3) attendees. Industry partners interested in attending the conference must submit an email with subject line: "Attend Tactical Vehicle Maintenance Industry Day - N00164-17-S-NB53" to the Technical POC and Contracting Office POC, no later than 1600 hrs EST on 17 Mar 2017. NSWC-CD may not be able to accommodate any reservations that come in after the stated date/time. Reservations are available on a first-come, first-served basis or until capacity has been met. Each registration e-mail should contain: Company name, CAGE code, business unit, and address; Business type - Identify as Large business, Small Business or any other socioeconomic type business; Primary point of contact phone number and e-mail; List of attendees - provide full legal name and confirm U.S. citizenship for each attendee; Note: If applicable, include handicap or other special access needs from attendees. Confirmation of registration for the event (if requested) will be provided by email. Telephone inquiries will not be accepted. Note: This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement or participate in the Industry Day. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any offeror to develop any technologies described herein. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to nongovernment personnel and entities.
