- Description
- NOTE: A Request for Information (RFI) for this effort was previously issued under the solicitation number W52P1J-16-R-ITSS (INFORMATION TECHNOLOGY CONSOLIDATION). The purpose of this notice is to synopsize the effort to procure Command, Control, Communications, Computers, and Information Management (C4IM) Mission Services on behalf of the U.S. Army Sustainment Command. The support may include, but is not limited to, technical support services, network support, system administration, telecommunications, computer security, cybersecurity, system software and hardware support and maintenance to include data and metric assistance for lifecycle replacement, support to organizational Information Management Offices and S6 offices for information asset management, mobile computing device support and graphics and visual information support services. The Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for the aforementioned services. ACC-RI estimates solicitation release on or about 15 March 2017. However, this date is subject to change. Competition for this requirement will be restricted to Section 8(a) small business concerns. Proposals will be evaluated utilizing a best value tradeoff methodology. The period of performance is anticipated to be one base year plus four one-year evaluated option periods. The work to be performed under this contract will be performed at various locations throughout the United States, Kuwait, Afghanistan, Qatar, South Korea, Germany, Netherlands, Belgium, and Poland. Interested parties must be able to demonstrate the existence of a current U.S. facility clearance to the SECRET level in accordance with DODD 5220.22, National Industrial Security Program Operating Manual, at the time of proposal submission. This SECRET level clearance may also apply to affiliates, team members, and subcontractors if they have access to classified information. ACC-RI will NOT assist organizations in obtaining the required Facilities Clearance. Interested parties must also provide evidence of current Section 8(a) certification and evidence of an accounting system that has been audited and determined adequate for determining costs applicable to the contract in accordance with FAR 16.301-3(a)(1). Interested parties must also possess a currently valid Afghan business license at the time of proposal submission. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to a specific acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
