- PRE-SOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute on Drug Abuse, Intramural Research Program (NIDA-IRP) intends to negotiate and award a contract for a brand-name only Magnetom Prisma Fit MRI Upgrade. EXTENT OF COMPETITION This acquisition is set-aside for service-disabled veteran-owned small business (SDVOSB). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 334510 with a Size Standard of 1,250 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal Acquisition Regulation (FAR) in effect through the Federal Acquisition Circular (FAC) 2005-95. This acquisition is conducted under the procedures as prescribed in FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items in amounts greater than the simplified acquisition threshold but not exceeding $7 million or FAR Subpart STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. DESCRIPTION OF REQUIREMENT Project Description The human MRI scanner has been the major equipment for the fMRI program at the NIDA-IRP. The scanner has been used to assess system-level brain structures and functions in humans and non-human primates through non-invasive means. Since it was installed over 7 years ago (in 2009), the scanner has been used for over 20 clinical research protocols investigating fundamental brain functions and neurobiological mechanisms of drug addiction. These studies have resulted in important findings, such as the first demonstration of functional connectivity alterations in cocaine users (Gu et al., 2010), the association of striatal-cingulate circuit with nicotine dependence severity (Hong et al., 2009), and the gene-environment interaction on brain circuits and hubs (Hong et al., 2010; Li et al, submitted). Purpose and Objectives The purpose of this acquisition is to upgrade hardware and software components of the existing Siemens TRIO 3T scanner, housed within the NIDA-IRP Neuroimaging Research Branch (NRB), to a Magnetom Prisma 3T MRI Scanner (Part Number: 14432223). Specifically, the acquisition objective is to upgrade the human MRI scanner (TRIO) to the state-of-the-art Siemens MRI scanner (Prisma), which has substantially improved capabilities including higher signal-to-noise ratio, faster imaging speed, and higher spatial resolution. These features are essential and critical for the quality of functional MRI data that are routinely collected in our clinical imaging protocols. The technical capability of the current scanner has fallen behind state-of-the-art, and the non-reusable components must be upgraded to the current technology. This upgrade offers the imaging capability required at a much lower cost to the Government than the purchase of a new MRI Scanner. The Siemens Prisma 3T MRI upgrade shall be supplied and installed by an authorized service provider and reseller of the Prisma Fit Upgrade. After examining the technical capabilities of the current TRIO 3T MRI scanner, the NRB determined that the major components of the current MRI system are still usable and will continue to function in their full designed capacity for eight more years. Instead of purchasing a new MRI scanner with a brand new super-conducting magnet, the NRB determined that incorporating upgraded Prisma Fit components with the existing magnet would save the Government from incurring unnecessary costs. Due to its proprietary design, the existing TRIO 3T MRI Scanner can only be upgraded with the compatible Siemens Prisma Fit Upgrade technology. Since purchasing the existing TRIO 3T MRI scanner, NRB physicists have spent a considerable amount of time and resources working on customized improvements to the Siemens TRIO MRI scanner. Purchasing a new non-Siemens MRI Scanner would require NRB physicists to recreate the customized improvements from the ground up. As well, purchasing a non-Siemens MRI scanner would cause significant harm to the existing eight NIDA-IRP research protocols because these protocols were designed and planned with using a Siemens MRI Scanner. Period of Performance: Four months for production and installation One year warranty coverage CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Respondents that believe that they are manufacturers or authorized resellers of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by February 28, 2017, 5:00 P.M. Eastern Time and must reference number HHS-NIH-NIDA-SSSA-NOI-2017-212.
