Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The General Services Administration (GSA) has a requirement for professional fine art moving services for the temporary move and placement, and the final move and re-installation of the Richmond Cycle sculpture by Richard Hunt at the Frank Hagel Federal Building, located at 1221 Nevin Avenue, Richmond, CA 94801. This sculpture is being temporarily relocated to facilitate a plaza repaving project. Further details regarding the services required can be found in the Statement of Work (SOW) included in the attached RFP package (9 pages). The estimated cost for the purchase order is projected to be between $100,000 and $250,000, with project award anticipated in late March or early April 2017. Procurement Strategy: GSA intends to award a firm-fixed price competitive acquisition using the Simplified Acquisition Procedures found in FAR Part 13. The basis of award shall be lowest price technically acceptable (LPTA). To qualify as "technically acceptable", offerors must provide the following along with their offered price: 1. A resume for a Fine Arts Conservator who has a graduate degree in fine arts moving or the ¿ ¿equivalent professional training and experience. Further, the Fine Arts Conservator must be ¿ ¿specialized in objects conservation and possess demonstrable experience handling ¿ ¿similar types of objects, contexts and problems. The Fine Arts Conservator must ¿ ¿demonstrate a high level of technical experience in the conservation of sculpture of the type and comparable to this project with at least five (5) years of such experience. 2. A minimum of two (2) similar projects where similar project is defined as the relocation of a sculpture (a) whose size was at least 130 inches in length x 652 inches in width x 105 inches in height; (b) that involved that use of a crane; and (c) that was completed within the last five (5) years. The written summary of each project, cannot exceed one (1) page in length. 3. Contact information for a minimum of two (2) references for each similar project submitted. Offered prices must be submitted on a completed, signed GSA form 300 (see attachment for a blank copy) along with a separate breakdown of the price elements included in the lump sum offer. This procurement is a total set-aside for small business firms. Any qualified responsible small business, veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and women-owned small business is encouraged to participate.
