Attachment J007 Technical Evaluation Worksheet Attachment J005 PPQ Attachment J004 PRS Attachment J003 Labor Categories Attachment J002 Security Attachment J001 PWS PA TAC IV Draft Solicitation THIS IS NOT A SOLICITION AND NO AWARD WILL BE MADE FROM THIS NOTICE FEMA's mission is to support citizens and first responders to ensure that as a nation we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards. Within FEMA, the Office of Response and Recovery (ORR) provides guidance, leadership and oversight to build, sustain, and improve the coordination and delivery of support to citizens and State, local, Tribal and Territorial governments to save lives, reduce suffering, protect property and recover from all hazards. As part of ORR, the Recovery Directorate provides survivors and communities recovering from disasters with grants and resources that are easy to access, simple to understand, and outstanding in their helpfulness. The Recovery Directorate's Public Assistance (PA) Division has the specific mission of providing assistance to applicants (State, Tribal and local governments) and certain types of Private Nonprofit (PNP) organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the President. The acquisition strategy is to award three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to capable firms from a single solicitation. Each IDIQ contract will be awarded to a specific geographical zone within the United States and Territories (ref: Performance Work Statement). Awardees shall have prepositioned staff and resources in their awarded zones as needed. Each IDIQ contract will have an ordering period of five (5) years to include a one (1) year base period of performance and four (4) one (1) year option periods of performance. The contract type for each IDIQ will be Hybrid (Time and Materials, Cost Reimbursement, and Firm Fixed Price). The acquisition will be unrestricted, therefore providing for full and open competition, and procured using best value in accordance with FAR 15.101-1 Tradeoff Process. The solicitation number for this acquisition is HSFE80-17-R-0004. Issuance of the solicitation will be on or about 05 April 2017. The North American Industry Classification System (NAICS) for this acquisition is 541330 Engineering Services. The small business size standard for NAICS 541330 is $15.0M. The total capacity of all IDIQ contracts is estimated at $1.8B. Firms interested in this acquisition are required to be registered in the System for Award Management (SAM), and registered under NAICS 541330. Description of Services: FEMA PA Program has a requirement for professional and nonprofessional services in an Advisory and Assistance Services (A&AS) capacity. The current capabilities of the PA Program are (but not limited) to provide Federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, and/or restoration of disaster-damaged, publicly owned facilities and the facilities of certain PNP organizations. The PA Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. Included in this posting is the draft solicitation and attachments for review by industry for comments / feedback / recommendations. NOTE: THIS IS NOT A REQUEST FOR FORMAL OFFERS. The Government may or may not respond to comments during the draft solicitation; however, all posting of this acquisition will be via the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov.
