- cONNECTION DRAWING Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a Custom Vacuum System and Instrumentation Package (CVSIP) in support of the Physical Measurements Laboratory (PML) for the Sensor Science Division at NIST. The CVSIP is to be used for development of a new extreme-high vacuum standard. After market research results are obtained and analyzed, minimum requirements specifications for the supply purchase will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified business sources. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. NOTE: This notice is strictly for obtaining Market Research. There will be no Question & Answer period under this Sources Sought Notice. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company’s size classification and socio-economic status in any response to this notice. The NIST Sensor Science Division is interested in a CVSIP that contains all of the units described as electronics or vacuum component below: SEE FIGURE 1 DRAWING ATTACHMENT FOR HOW COMPONENETS WILL BE CONFIGURED The Contractor shall provide information describing their capabilities for Getter pumps, that meets the following requirements: o Pumping speed: § > 1300 L/s for hydrogen (H 2 ) § > 400 L/s for carbon monoxide (CO) o Sorption Capacity: § > 9000 torr × L for H 2 § > 2.4 torr × L for CO single run § > 8000 torr × CO for total capactity o Number of reactivations: § > 100 cycles o Operating range: § Must be rated for UHV/XHV applications, pressure range 10 -8 torr to 10 -12 torr § Must operate at room temperature, 20°C to 25°C. o Must include internal heaters for re-activation o Must include thermocouple o Must be cartridge type o Dimensions: § Must fit inside a square of 10" × 1.5" × 1.5" (254 mm × 39 mm × 39 mm) The Contractor shall provide information describing their capabilities for (1) Non-contact (roots) pump, that meets the following requirements: o Must be oil-free, dry, non-contact roots-type pump o Maintenance interval > 1500 hours o Pumping speed at least 250 L/min o Ultimate pressure ≤ 1.0 Pa (7.5 mTorr) o Max inlet pressure: atmospheric (760 torr) o Connection type and size: NW16 or NW25 o Power requirements: must operate on normal house power, nominal 120 VAC, 20 A o Noise level: ≤ 60 dB The Contractor shall provide information describing their capabilities for (1) Pumping cube, that meets the following requirements: o Turbo-molecular pump and backing pump must be integrated as one unit and controlled by single controller (included). o Power requirements: must operate on normal house power, nominal 120 VAC, 20 A o Turbo-molecular pump requirements: § Orientation: all directions § Compression ratio for argon (Ar) > 1 · 10 11 torr § Compression ratio for H 2 : nominal 2 · 10 5 § Compression ratio for helium (He): nominal 2 · 10 7 § Compression ratio for nitrogen (N 2 ): > 1 · 10 11 § Cooling method, Air § Flange (in) DN 63 CF-F (4.5 inch CF) § Flange (out) DN 16 ISO-KF or DN 25 ISO-KF § Fore-vacuum max. for N2: >10 Torr § Pumping speed for Ar >60 l/s § Pumping speed for H 2 >40 l/s § Pumping speed for He: > 50 l/s § Rotation speed variable 50-100 % § Ultimate pressure: < 5 · 10 -10 Torr o Backing pump requirements: § Dry, oil-free § Base pressure < 400 mTorr § Pumping speed > 0.50 m 3 /h The Contractor shall provide information describing their capabilities for four (4) 1 torr Bakeable CDGs that meet the following requirements: With cables to connect to 670B in order to allow for it to interface with existing NIST-owned controllers and software (in-house developed in LabVIEW drivers and interface compatible with MKS 670 controller). o Must be bakeable to ≥ 400°C o Must withstand operation at temperatures ≥ 300°C o Accuracy: § ±0.25% of Reading for 1 torr (616A01TE) The Contractor shall provide information describing their capabilities for one (1) 10 torr Bakeable CDGs that meet the following requirements: With cables to connect to 670B because we need to interface with existing NIST-owned controllers and software (in-house developed in LabVIEW, drivers and interface compatible with MKS 670 controller). o Must be bakeable to ≥ 400°C o Must withstand operation at temperatures ≥ 300°C o Accuracy: § ±0.12% of Reading for 10 torr (616A011TC) The Contractor shall provide information describing their capabilities for one (1) CDG controller that meets the following requirements: Brand name or equal of the MKS 1 X 670B, rs232 option because we need to interface with existing NIST-owned software. The Contractor shall provide information describing their capabilities for two (2) Ion gauges and controllers that meet the following requirements: o Must interface with NIST-owned controllers and software. (in-house developed in LabVIEW, drivers and interface compatible with Stabil-ion 370 controller). o Quantities: two gauges, two controllers total o Cables and cords must be included (3 meters, for side-by-side mounting of controller and power supply) o At least one (1) gauge must be UHV range o Must have dual yttria-coated filaments o Gauge must be on 2.75 Conflat flange o Controllers must have memory module Instruction to Responders: Please include your company’s size classification and socio-economic status in any response to this notice. Companies that are capable of providing all of the components above with the above capabilities are requested to email a detailed report describing their abilities to Tracy.Bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(s) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to Tracy.Bisson@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. 6.
