Sources Sought Notice: FUEL OIL FILTRATION DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. Questions should be submitted by email to Darius.Crane@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small business, small disadvantaged business, woman owned small business, FSS/GSA contract schedule holders or large business) relative to NAICS 333913, Measuring and Dispensing Pump Manufacturing. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office 7, Charleston, SC is seeking sources for a potential contractor to perform the following services as stated below: STATEMENT OF WORK GENERAL INFORMATION TITLE OF PROJECT: Filter and treat fuel oil stored in four (4) tanks at Ralph H. Johnson VA Medical Center SCOPE OF WORK: The contractor shall provide all resources necessary to provide fuel oil filtration and treatment at the Ralph H. Johnson VA Medical Center (RHJVAMC). BACKGROUND: Fuel sampling indicates that there is need to filter and treat the fuel in all four fuel tanks. PERFORMANCE PERIOD: The contractor shall complete the work required under this Statement of Work (SOW) during the 90 day period following award by the Contracting Officer (CO). TYPE OF CONTRACT: Firm-Fixed price GENERAL REQUIREMENTS Contractor shall provide all labor, tools, equipment and materials necessary to perform job including: (a) fall protection for ASTs, (b) primary and secondary spill containment and (c) emergency spill kits. In addition the contractor shall; Provide before and after samples of fuel from each tank for ASTM Bright & Clear Test. Provide field report of service performed and condition of the fuel and tank. Inspect tank, caps, gauges, vent, and containment. Mechanically remove water, microbiological growth and sludge contamination from diesel storage tanks by repeatedly dragging a flexible suction wand across the entire bottom of the tank. Run fuel through a closed loop filter circulating system consisting of oil and water separation through coalescing units followed by water absorption filters, an adequate number of one (1) micron bag filters, followed by 0.5 micron filters to perform a final polish, then return fuel to the tank being filtered. Filtration steps will be repeated as necessary to remove all water and as many other contaminants as possible to meet ASTM Bright & Clear Test. Chemically treat fuel with Hydroclean, circulate as necessary to ensure treatment is dispersed throughout fuel in tank. Capture, contain, store, transport and dispose of all fuel/water contaminants that are generated from the performance of the job. Provide EPA number and non-hazardous waste manifest for any waste removed. Provide Certificate of Insurance of five million dollars general liability coverage upon request. Tag, or label tank(s) noting date and description of service. Send Fuel Quality Assurance Program certificate for qualified tanks upon receipt of payment for services Hours of Work This is a full service contract to include all necessary repairs and/or service calls Monday through Friday, 07:00 to 17:30 local time, excluding Federal holidays. Authorized Services Only those services specified within the contract are authorized. Before performing any service or repair of a non-contract nature, the Contractor must notify the CO, or the COTR of the nature and reasoning for such additional work. If appropriate, the CO, or COTR may authorize the additional services or repairs under a separate purchase authorization. Subcontracting Due to the complexity of the services required herein, subcontracting will not be permitted. Safety Standards The Contractor is required to adhere to all VA, OSHA, and EPA safety related policies, procedures, standards and regulations. The Contractor shall convey to its personnel and consultants the appropriate information regarding safety requirements, including the requirement for hazard communication. The Government shall provide the Contractor a copy of its facility safety program procedure, facilities lock-out/tag-out procedures, and Hazard Communications Program. The Contractor shall provide protective equipment to Contractor s personnel as required for execution of the requirements under this contract. The Contractor shall maintain a listing of all chemicals and current MSDS for all chemicals used in execution of this contract during on-site performance. List of Tanks Tank #1 is a 8000 gallon underground storage tank (UST) Tank #2 is a 10,000 gallon UST Tank #3 is a 8000 gallon above ground storage tank (AST) Tank #4 is a 8000 gallon AST CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the Contractor through the actions of the parties other than the CO shall be borne by the Contractor. REPORTING REQUIREMENTS The Contractor shall obtain all necessary licenses and/or permits required to perform the work. In addition, the Contractor shall provide the COTR with a copy of any licenses and/or permits obtained. TRAVEL All work is to be conducted at the RHJVAMC located at 109 Bee St, Charleston, SC 29401-5703. The Contractor is responsible for any anticipated travel and per diem. GOVERNMENT RESPONSIBILITIES The VA shall grant the Contractor access permission to all areas of the RHJVAMC necessary to provide the services required under this contract. CONTRACTOR EXPERIENCE REQUIREMENTS Contractor shall be a licensed petroleum filtration and treatment contractor and shall have a minimum of three years of demonstrated experience. The Contractor shall provide trained supervisory personnel, and trained technicians experienced in installation and service of chillers and associated equipment. CONFIDENTIALITY AND NON-DISCLOSURE It is agreed that: The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The C&A requirements do not apply, a Security Accreditation Package is not required. REQUESTED INFORMATION: (1) STATEMENT OF CABABILITY: Submit a brief description, five (5) pages or less, which demonstrates how your company has the supervision, facilities, labor and experience to provide the requested services described above. Include past experience in providing this service to the VA, other Government (Federal or State) agency, or for a private facility. Please specify your availability to start date and your address. (2) BUSINESS SIZE AND SOCIO-ECONOMIC STATUS: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub-zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ and/or the VetBiz Registry at http://vip.vetbiz.gov/. If not, please (i) NOTE that any future solicitation could only be awarded to a contractor who is registered in SAM and to receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry.
