- This is a SOURCES SOUGHT for a new requirement to upgrade and install land mobile radio equipment (LMR) at Kunsan AB, Korea and to determine the availability and technical capability of small businesses to provide the required services. DITCO Pacific Contracting Office is seeking potential sources to upgrade and install LMR equipment, and infrastructure at Kunsan AB, Korea. The system will conform to the Telecommunications Industry Association (TIA) International P25 Standards for LMR systems in DoD IT Standards Registry. The LMR System shall meet the requirements specified in Department of Defense Instruction (DoDI) 4650.10 Land Mobile Interoperability and Standardization and Air Force Instruction (AFI) 17-210 Radio Management. The LMR system must be compatible with the current Motorola handset in use and compatible to "trunk" with the Army's Motorola LMR System at Camp Humphrey's Korea. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FORPROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THEGOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THISANNOUNCEMENT. ANY INFORMATIN SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCIPTION IS STRICTLY VOLUNTARY. CONTRACT BACKGROUND: This is a new requirement. The US Army who is the lead agency for LMR in Korea uses Motorola's LMR solution which is authorized for use on a Joint LMR network. The Kunsan LMR system will tie-in/trunk to the Army LMR system at Camp Humphreys. So it is critical that Kunsan implement a compatible LMR solution with the Army's system. Therefore, no other brands are authorized because of advanced encryption standards, lack of Host Nation approved frequencies, interoperability with existing assets, capability to sustain asset and network constraints of existing solution. The minimum Air Force Installation Mission Support (AFIMSC) and Pacific Air Forces (PACAF) requirements to upgrade Kunsan's LMR system and integrate with the Army's Motorola system are: 1) Depot level capabilities resident in Korea. 2) Have access to the Army's Motorola master site at Camp Humphrey's Korea to ensure complete integration with the Army's LMR system and provide roaming capabilities throughout the Korean peninsula. 3) Utilize existing advanced encryption standards. LMRs in the US Pacific Command Area of Operations use Advanced Encryption Standard (AES) to encrypt Sensitive but Unclassified information. 4) Employ "Over the Air Programming (OAP)" technology that is compatible with Motorola end user devices. 5) Implement "Over the Air Rekeying (OTAR)" technology that is compatible with Motorola end user devices and the existing key management facility residing at the Army's Camp Humphreys. 6) Have a testing facility, with the existing equipment architecture, that is capable of supporting pre and post integration efforts. 7) Credentials to engineer, reconfigure, and connect/trunk, program, optimize, integrate, test, and migrate installed system and meet original equipment manufacturer's specifications. 8) Personnel licensed and trained on existing equipment and upgrade equipment. 9) Re-utilization of existing equipment to the maximum extent. 10) Seamless cutover of hand-held Motorola radio users from the current system to the new system void of extensive coordination required if other than Motorola is used. 11) Smooth transition of the Kunsan LMR maintenance contract with Motorola to the new LMR system. Motorola currently operates and maintains the Motorola system at Kunsan AB. Any new equipment and infrastructure must be compatible with existing Motorola Handsets/Radios/Dispatch Consoles fielded at Kunsan AB. The transition from the old LMR system to the new LMR system must be seamless to minimize disruption to operations, first responders and senior base leaders. Anticipated time frame for this requirement is 15 April 2017. Period of Performance (POP) is anticipated for 12 months with no options, Place of Performance is Kunsan AB, Korea. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334112 - Computer Storage Device Manufacturing with the corresponding size standard of $1,250 employees. This Sources Sought synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services. SUBMISSION DETAILS Responses should include: 1. Business Name and Address 2. Name of company representative and business title, telephone number and e-mail address 3. Type of Small Business 4. DUNS and Cage Code Responses to this Sources Sought must be received before the deadline on 07 March 2017, 2:00PM, Hawaii Standard Time (HST). Please submit a brief capabilities statement package no more than 5 pages including brochures demonstrating ability to perform the services in a bullet format. The Government is the sole reviewing/determining authority whether or not submitted capabilities meet the requirements of the Government. Proprietary information and trade secrets if any must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing Request for Information (RFI) responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
