- Responses are due no later than 5:00 PM Eastern Standard Time 15 March 2017. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH AGGREGATE BONDING CAPACITIES OF $50M OR GREATER concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via e-mail to Gregory.Hodgson@usace.army.mil no later than 5:00 PM EST 15 March 2017. Project Description: The Government contemplates a $112M Single Award Task Order Construction Contract (SATOC). It will be a Firm Fixed Priced single award. Work performed will be within the North American Industry Classification System (NAICS) Code 236220 - Commercial and Institutional Building Construction with a Small Business size standard of $36,500,000.00. The scope of work will encompass a broad variety of major and minor repair, modification, renovations, rehabilitation, alterations, Design-Build, Design-Bid-Build and new construction projects in a Secure Environment to include working in Sensitive Compartmented Information Facilities (SCIF). The work is envisioned to also include very technical electrical work to include but not limited to server rooms, UPS, generators, redundant power, high volume office spaces, power whips and terminations, receptacles, panel breakers, grounding, under raised access floor. Work will also include very technical mechanical work to include a variety of mechanical systems, server rooms, HVAC, SCADA and BMS tie-in. The geographic region includes the Continental United States and Hawaii. This contract requires the firm to possess, at the time of proposal and the time of award, an active Top Secret Facility Site Clearance. This requirement is mandatory for the exact entity submitting the proposal. This means that the entity identified in block 14 of the Standard Form 1442 must have the Top Secret Facility Site Clearance in that name along with the matching Cage Code. For example, if Company A and Company B form a Joint Venture called Company AB, then Company AB must have an active Top Secret Facility Site Clearance. Even if both Company A and Company B each individually posses the clearance, unless Company AB possesses its own Top Secret Facility Site Clearance, the proposal will not be eligible for award. Please respond to the following questions: 1. What is your single bonding capacity? What is your aggregate bonding capacity? 2. Do you currently posses a Top Secret Facility Site Clearance? 3. Can your company support projects throughout the continental United States? 4. Is your company a Small Business? If so, what federally designated categories? Your response should include the following information: details of similar contracts (i.e. SATOC or JOC like contracts), project references (including project owner phone number and e-mail address), business size and dollar value of contract, including date of completion. For SATOC-like contracts, please also provide the number of task orders issued on each contract and the capacity of the overall contract. If you are a small business, please provide any federally designated categories of small business. Narrative formats and information submitted are at the discretion of the contractor, but shall be limited to a total of five pages. Comments will be shared within the Government and the project design team, but otherwise will not be distributed. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM POTENIAL PRIME CONTRACTORS.
