- EP-C-11-052 Mod 35 Synopsis Extension-1.docx Notice of Intent to Negotiate on a Sole-Source Basis The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Taritas Power Systems Inc. to provide the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan with the maintenance of additional equipment to the existing contract for managed operations, maintenance, and auxiliary support services necessary to preserve and sustain the continued appearance, and operations of the National Vehicle and Fuel Emissions Laboratory (NVFEL) facility, equipment, and grounds for laboratory and administrative use. The current NVFEL in Ann Arbor, Michigan facilities and maintenance services for the facility are being performed by Taritas Power Systems Inc. under Contract Number EP-C-11-052 which will expire on 03/31/2017. The additional work is to extend the current contract period of performance for 30 days to 04/30/2017. In order to maintain an essential engineering, research, of a federally funded research and development center, Taritas Power Systems Inc. is the only cost effective and responsible source able to provide these additional services, with its combination of support services expertise and their immediate familiarity with the ongoing tasks, issues and projects. Taritas already provides these services on other similar EPA equipment that is part of their existing contract It is not practicable, or cost effective, for another contractor to develop a separate maintenance program for the integrated facility. Permitting another contractor to perform the work would require a substantial duplication of effort and substantial increase in price to the Government. It is in the best interest of the government to add the work to the existing contract. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is 03/15/2017.
