- Synopsis Attachment Form SC PP Interview and Questionnaire SF330 NASA/MSFC plans to issue a Request for Proposal (RFP) for Architect/Engineer miscellaneous studies and design tasks at Marshall Space Flight Center (MSFC) and support facilities utilizing Architect and Engineering (A/E) Services (FAR Part 36.6). The A/E services to be provided under this procurement consist of design services, tasks and miscellaneous studies for facility modifications, repairs, new construction, and maintenance work at the George C. Marshall Space Flight Center (MSFC), Alabama. All services will be provided on-site at the MSFC. The required services will include these disciplines: Architects, Interior Designers, Civil Engineers, Structural Engineers, Electrical Engineers, Mechanical Engineers, HVAC Engineers, Building Automation Designers, Cost Estimators, and Specifications Writers. Other disciplines may be needed (depending on the project). The MSFC “campus” has over 200 facilities. Most of these support space systems research and development for NASA. The facilities include highly specialized laboratories, advanced propulsion and payload test facilities, engine test facilities, structural test facilities, vacuum chambers, wind tunnels, and office buildings (and others). The A/E services can be divided into two project categories: 1.) Construction of Facility (CoF) projects with funding greater than $1,000,000 and 2.) Locally-approved projects with funding less than $1,000,000. Projects may range in construction value from $10,000 to $50,000,000. The A/E Services may include, but are not limited to: · Field investigation. · Research of existing building drawing files. · Engineering studies that include criteria development and feasibility assessments. · Construction documents including specifications. · Calculations · Cost estimates. · Preparation of designs that interface with the existing MSFC building automation system. · Preparation of designs to meet the requirements of the United States Green Building Council's "Leadership in Energy and Environmental Design" (LEED) program. Certification level for new construction to be "Silver." · Construction Support to include submittal review Registered, licensed professionals will oversee all services and will stamp all prepared construction documents. Historically, there have been approximately 20 task orders executed over a 5 year period. A/E fees have varied (per task) from $2,000 to over $900,000. All firms that respond must submit a Standard Form 330, Architectural-Engineering Qualifications. The North American Industry Classification System (NAICS) Code for this acquisition is 541330-Engineering Services. The following criteria will be used in the preliminary screening of the A/E firms responding to this announcement. Proposing firms must meet all of these criteria to be further evaluated: 1. Must submit a fully completed, current Standard Form 330. 2. Must have experience in designing LEED projects and projects with energy efficiency and sustainable features. 3. Proposing firm's office must be located within 200 miles from Huntsville, Alabama. 4. Must have registered licensed professionals in these disciplines: a. Minimum of 2 architects b. Minimum of 2 civil engineers c. Minimum of 2 structural engineers d. Minimum of 2 electrical engineers e. Minimum of 2 mechanical engineers 5. Must have a minimum of 30 employees located at the proposing firm's lead office. 6. Must provide an organizational chart of the proposed team that clearly shows any division of labor for work not being performed by the proposing firm’s office and any supporting offices. A/E firms may propose using some personnel from other branch offices, a joint-venture partner, and subcontractors' personnel. However, at least 50% of the services must be performed by the proposing firm's lead office (except for joint-ventures). Reference FAR 52.219-14(b) "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." A/E firms will be evaluated during the selection process in accordance with FAR Part 36 and NASA Far Supplement 1836 based on the following factors (100 maximum points): (1) Previous NASA contracts within the last 10 years (5 points). Up to five points awarded depending on whether the firm has had previous NASA contracts. A/E firms that have not had previous NASA contracts will receive more points than A/E firms that have had previous NASA contracts; (2) Proposing firm’s geographic office location to the MSFC, Huntsville, Alabama must be located within 200 miles from Huntsville, Alabama (5 points); (3) Past performance on similar design services in terms of cost control, quality of work, compliance with performance schedules.(20 points); (4) Professional qualifications of key personnel listed to perform the required services (20 points) Submit data for only those key persons that will be providing the proposed services. (5) Capacity to accomplish the work (10 points); (6) Specialized experience and technical competence of the staff in providing A/E services for projects involving repairs, alterations, and modifications as well as new construction projects involving administrative buildings, structures, industrial buildings, and complex test facilities (40 points) The following Additional Information shall be addressed in section H of the Standard Form 330: (1) Provide a list and brief description of previous NASA contracts (within the last 10 years); (2) Provide information describing the proposed team's capacity to accomplish the provided services; (3) Provide a detailed management plan that specifically addresses the organizational staffin g breakdown of all required services. If services are to be provided by personnel from a source other than the proposing firm's lead office, describe the services each team member will provide. Also, describe the proposing firm's previous experience working with these personnel; ( 4) Describe the proposed team's experience in providing design services that include energy conservation, pollution control, waste reduction, and the use of recycled materials. (5) Provide information describing design team’s experience in providing certified LEED projects. The Example Projects provided in Standard Form 330 should include appropriate information regarding the overall cost control processes used, the Owners' assessments of the quality of the services provided, and discussion of the issues that affected the schedule. Also state if any of the projects are either certified or registered to be certified with the LEED program and state if the projects are for clients that the firm has provided services for in the in the past. A/E firms must provide Past Performance information from previous clients. For each project listed in the Example Projects (Section F of Standard Form 330), a Past Performance Interview/Questionnaire form SC must be prepared. For a single award IDIQ contract, relevant task orders must be combined and submitted as a single reference contract for past performance. Individual task orders will not be accepted as single projects. The Past Performance Interview/Questionnaire Form SC is attached with instructions. The Offeror shall submit one Past Performance Interview/Questionnaire Form SC, to customer references, for up to 10 of the Offerors most relevant contracts which are currently being performed or have been completed within the last 10 years. The Offeror shall forward the Past Performance Interview/Questionnaire Form SC for each contract identified above to customer references, along with a transmittal letter similar to the one provided at the end of the form. The Offeror shall request the Customer references to fully complete the questionnaire and email it by 03/31/17 to charles.a.holt@nasa.gov. The Offeror is solely responsible for ensuring that questionnaires are completed and provided to MSFC. Contracts identified on Past Performance Questionnaire which have been completed more than 10 years ago will not be evaluated. In addition to Offeror provided references, the NASA Past Performance Database and references known to the A&E Board will be checked as deemed necessary. Instructions for completing the Past Performance Questionnaires are contained on the form. This is not a request for proposal. Rather firms are being invited to demonstrate their ability to meet the above requirements. Negotiations leading to award will be conducted in accordance with FAR 36.606. The staffing level for contractor/subcontractor personnel to be located on-site at MSFC will be subject to negotiations with the selected A/E contractor for a Firm Fixed Price contract. Each large business proposer should provide a subcontracting plan along with their bid. These goals are to be expressed against total contract value. The subcontracting percentage goals for this effort are as follows: 12 percent SB goal 2 percent SDB goal 2 percent WOSB goal 1 percent SDVO SB goal The period of performance for this contract is one year with four one-year options. The anticipated start date is June 5, 2017. The anticipated dollar value for this contract is $10M. A Firm Fixed Price contract is anticipated. There are no bonding requirements. It should be noted that there will be no site visits conducted. In response to this synopsis, only Standard Forms 330's will be accepted. Submissions must be received at the address shown below no later than 3:00 pm (CST) on 03/31/17, in order to be considered. This notice is intended to provide sufficient information for preparation of a Standard Form 330 based on information contained in this notice and the Offerors should not contact MSFC officials by letter or by telephone to request additional information. The address for submission including regular and express mail as well as overnight packages is: NASA, George C. Marshall Space Flight Center, Attention: PS32/Charlie A. Holt, Building 4260, Cubicle 130, Marshall Space Flight Center, AL, 35812 (located near Huntsville, AL). Companies using hand delivery of package must allow additional time (up to 3 hours) to clear security to enter MSFC, which is located on Redstone Arsenal. Individuals who do not have access to the Arsenal must submit their full name, driver’s license number, car license and insurance details, contact details, email, and phone number to Mr. Holt by 9:00 am (CST) two days prior, so that entry can be coordinated with Arsenal security. Hand delivered packages are to be presented to Mr. Holt in Building 4260, Cubicle 130 by the closing date. All contractual and technical questions must be submitted in writing (Email) to E-mail charles.a.holt@nasa.gov, no later than 3:00 pm (CST) on 03/16/17. Telephone questions will not be accepted.
