THIS IS A SOURCE SOUGHT NOTICE ONLY. This is NOT a Request for Quote or Proposal. This is a Sources Sought announcement and is for information/market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any information requests. Respondents will not be notified of the results of the evaluation. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this sources sought announcement. The purpose of this synopsis is to gain knowledge of capabilities, industry standards, and the capabilities and qualifications of members of industry. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUB Zone, EDWOSB and SDVOSB are highly encouraged to participate. The Forest Service is interested in alternate pavement preservation methods that would guarantee an additional pavement life of five (5) years or longer for pavement with a condition index of approximately 80. If you have the capability to perform pavement preservation and are an interested party, please respond to the following questions and provide the requested information. All information submitted will be subject to verification and additional information may be requested for clarification or to substantiate responses. (1) What alternate pavement preservation method(s) are available in the industry, including High Density Mineral Bond or applications similar to the American Public Works Association Specification # 320113.68? (2) What Standard(s) and Specification(s) are being used in alternate pavement preservation services? (3) What testing is/has been done in verifying alternate pavement preservation methods? (4) Is the warrant different for alternate pavement preservation methods? (5) What is the life extension on a project with a pavement condition index of approximately 80? Is there a condition index when alternate methods are not recommended? (6) What impact, if any, does weather and temperatures have on alternate pavement preservation methods? (temperatures ranging from below freezing to above 100 degrees F). Contractor Specific Questions: (a) What experience does your company have in performing alternate pavement preservation services? Include Contact Information: Name, Title, Phone No. & Email. (b) What alternate pavement preservation method(s) does your company use? Include statement regarding your company's experience and the method used and any specifications for the material. (c) How many years has your company used this method? (d) What is your DUNS#? (e) Are you a small or large business? If a small business, please indicate any and all applicable small business representations. (8(a), HUBZone, Service-Disabled Veteran Owned, Women-Owned, etc.) (f) Do you have bonding capability to cover 100% of the construction cost? Interested firms should submit the above information to the Contract Specialist at the email address provided in the point of contact section of the announcement. An electronic submission is preferred. Your submission should be no longer than 4 pages. Responses are due by 1 PM MST on March 8, 2017. If any information that is confidential or proprietary must be identified and marked as confidential or proprietary. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is strictly market research to determine availability and adequacy of potential sources with the capabilities and experience to perform the required work. The Government is not obligated to and will not pay for information received as a result of this announcement. Request for solicitation will not receive a response.
