- Description
- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has a requirement for continued specialized scientific support services in the areas of scientific programming and analysis; systems programming analysis including systems programming, data handling, and data teleprocessing; computer facility operations including computer security; library and publications services; logistical support; and project management support. The scientific programming and analysis functions are integral parts of the Goddard Institute for Space Studies (GISS) research programs. The other support functions are required to maintain and operate the GISS facilities used in performing research which are currently received under the GISS contract, NNG12HP07C, with Trinnovim, LLC. Contract NNG12HP07C was awarded to Trinnovim, LLC on February 24, 2012 as a Cost-Plus Fixed-Fee completion type contract. The contract expires on March 31, 2017. NASA GSFC intends to modify contract NNG12HP07C for a period of up to two months (one (1) month base period (April 1, 2017 through April 30, 2017) and a one (1) month option period (May 1, 2017 through May 31, 2017). The contract extension will provide NASA GSFC with continuation and stability of services during the completion of the GISS re-compete acquisition under NNG16552995R. The modification to contract NNG12HP07 will be released on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(ii)(A) Only one responsible source and no other supplies of services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. The North American Industry Classification System (NAICS) code for this acquisition is 541712. The small business size standard is $15.9M. This notice of intent is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 pm local time on March 15, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All information received from this notice shall be used for planning and market research purposes only. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
