- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special notice is for informational purposes only. The USDA-ARS-NCAUR- PEORIA, IL intends to award a sole source procurement to Sterlitech Corp. 22027 70th Ave. S, Kent., WA, 98032-1911, pursuant to the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will satisfy Agency Requirements. The award will be for a bench-scale fully automated flat sheet membrane test skid system for evaluation of synthetic and bio-based membranes to be used in the Plant Polymer Unit in Peoria, IL. The membrane skid system will be used for developing membrane filtration processes (microfiltration, ultrafiltration, nanofiltration and reverse osmosis) for separation and purification of oils from corn, soybean and pennycress; process solvents, and water and wastewater treatment. The membrane system shall have two membrane holding cells and accommodates at least 20 sq. in. size membranes in each cell and be able to assess the optimum operating pressure, flux, feed cross-flow velocity. The membrane cells and associated connectors must have capability to operate up to 100 psi, temperatures up to 150°C and be made of corrosion resistant materials such as stainless steel. The system shall also have back-pressure controllers, digitally controlled high-pressure pump, feed and permeate tanks (5 gallon capacity), and a hydraulic system of pipes, tubes, connectors, pressure gauges, flow meters, and valves to connect these components. The membrane system shall also have digital flow controllers/sensors and display units to record the feed side and permeate flow rate, pressure, temperature and conductivity. The skid shall also include a digitally controlled chiller to control the feed tank temperature. The skid system and other components shall be able to operate on 110V, 60Hz single phase power supply. The Government intends to award a firm fixed price Purchase Order for the Membrane Test Skid System using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The government will consider all responses received by 12pm CST, March 10, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement. If no written responses are received after the publication of this notice, the purchase will be awarded without further notice.
