Description
SPECIAL NOTICE: The effort being procured under DTFAAC-17-R-00929, is for replacement radome panels and accessories. The government will not purchase complete radomes under DTFAAC-17-R-00929. 99--NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: L-3 ESSCO. NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Logistics Center (FAALC), intends to award a single source contract to L-3 ESSCO, Ayer, MA. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center proposes to acquire, under single source for replacement panels and radome accessory parts necessary for the repair and/or replacement of 200 L-3 radomes within the National Airspace System (NAS). These assets are expendable and are required to address the critical support issue of ASR-8, ASR-9, ASR-11, BOS, ARSR-1, ARSR-2, ARSR-3, ARSR-4, TDWR, and NEXRAD antenna systems The Federal Aviation Administration Logistic Center (FAALC) is responsible for supplying replacement radome panels, and accessories to these facilities. The radomes, panels, and accessories identified within this procurement are identified under different part numbers. Each radome is composed of 67-112 panels with complex dimensions and specific RF design characteristics. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced based on L-3 ESCCO ™s has developed a proprietary manufacturing process that increases the structural integrity and RF performance of the radome itself. Utilization of another vendor would necessitate the replacement of all 200 radome systems in order to maintain agency-wide standardization. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to L-3 ESSCO and is not available for full and open competition.
