- This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the USDA, ARS. ARS is conducting a Market Survey to identify the availability and interest of qualified Small, Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zones (HubZone), Woman Owned Small Business (WOSB), and certified 8(a) firms as potential sources for Design-Build for the Modernization of the BARC Building 307, located at Beltsville, Maryland. The North American Industry Classification System (NAICS) code for this project is 236220 (Construction) with a Size Standard of $36.5 million. Background: BARC Building 307 was constructed in 1940 and has never been renovated. Many of BARC's animal science, human nutrition, and honey bee researchers are currently dispersed and housed in small, inefficient buildings that do not serve their research needs. BARC Building 307 is a large building that is now vacant, but can accommodate the consolidation and housing of priority animal science, human nutrition and honey bee research. This will result in long term operational savings to the research program by reducing the physical and energy footprint. Requirement: The project scope includes a complete gut and rebuild of Building 307 (67,000 SF), including the replacement of all architectural elements (roof, windows, finishes), mechanical, electrical, plumbing and laboratory systems, upgrade site utilities, upgrade structural systems and removal of HAZMAT. The proposed construction at BARC Building 307 will be performed on an active research campus. Technical Scope: • The project scope includes the design-build of a complete gut and rebuild of Building 307 (67,000 SF), including replacement of all architectural elements (roof, windows, finishes), mechanical, electrical, plumbing and laboratory systems, upgrade site utilities, upgrade structural systems, and the removal of HAZMAT. • Building 307 will contain Biological Safety Level 2 (BSL-2) Laboratories and associated equipment, such as Fume Hoods, Biological Safety Cabinets, Autoclaves, Cold Rooms, and Freezers. • The project includes total replacement of all the mechanical, electrical, and plumbing systems, to include main systems, direct digital controls, appropriate redundancies, and proper directional airflow requirements to prevent cross contamination. The Estimated Cost of Construction for the Modernization of BARC Building 307 is more than $20 million. Prospective Design Build Contractors are required to provide an Operations and Maintenance Plan. The Bridging Documents (BD) will consist of a complete 35% design submission. The Design Build Contractor (DBC) will use the BDs as the basis to complete a set of construction documents. As stated above, the purpose of this Sources Sought notice is to identify prospective Small, SDB, SDVOSB, HubZone, WOSB and Certified 8(a) firms to provide Design Build services associated with the Modernization of BARC Building 307. The current goal for ARS is to complete the BDs before the end of May, 2017, and to award the construction contract in the November, 2017 timeframe. THIS IS A SOURCES SOUGHT NOTICE ONLY. Interested firms are invited to respond to this announcement by providing the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's level of interest in competing on the solicitation when it is issued. 3. Firm's Business Size - Small, SDB, SDVOSB, HubZone, WOSB or Certified 8(a). 4. Firm's Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 5. Firm's experience in successfully completed Design-Build projects of similar size and scope. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF PROSPECTIVE DESIGN BUILD FIRMS. The Government does not intend to award a contract on the basis of this sources sought announcement. The deadline to respond to this notice is March 10, 2017, by 3:00 p.m. No site visits to the facility are permitted. Requested information shall be limited to no more than 10 pages. Interested firms are instructed to submit written responses by e-mail to Angela.Wingert@ars.usda.gov. NO HARD COPY OR FACSIMILE SUBMISSION WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc) will not be considered. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
