- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB647020-17-01708, is issued as a request for quotation (RFQ). All communications and documents must include the solicitation number in their quote. The potential quoter shall submit a Quote to be received no later than Tuesday, March 7, 2017, at 5:00 pm Mountain, which must include the following: Company name, address, phone numbers, DUNS number, itemized quote including all minimum specifications and options. Quotes shall be delivered via email to Angela Hitt, Contracting Specialist, at angela.hitt@nist.gov. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. The associated North American Industrial Classification System (NAICS) code for this procurement is 331110, with a small business size standard of 1,000 employees. This is a total small business set-aside. It is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following commercial item(s): CLIN 0001: (Forty-three hundred and forty) 4340 American Iron and Steel Institute-Society of Automotive Engineers (AISI-SAE) steel bars. Cost shall include all packaging, shipping, and handling. Description of requirements for the items to be acquired: The National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Applied Chemicals & Materials Division (ACMD) requires American Iron and Steel Institute-Society of Automotive Engineers (AISI-SAE) 4340 steel bars. They will be used to produce high quality Standard Reference Materials SRMs that are precisely machined and heat treated for use as American Society for Testing and Materials (ASTM) Charpy V-notch reference specimens [ASTM E23, "Standard Test Methods for Notched Bar Impact Testing of Metallic Materials"]. Charpy V-notch specimens are sold by NIST as standard reference materials to certify the performance of Charpy V-notch impact machines. The steel must be of the highest quality possible to ensure uniform impact properties and long term stability (resistance to aging) of the reference material. The American Society for Testing Materials specification E23 describes this test and these specimens. SCOPE OF WORK: The contractor shall deliver a supply of 4340 steel supplied that meets all the technical specifications and can be used to successfully produce high quality NIST SRM specimens for verifying Charpy machines according to ASTM E23. TECHNICAL SPECIFICATIONS: The Contractor shall provide (Forty-three hundred and forty) 4340 American Iron and Steel Institute-Society of Automotive Engineers (AISI-SAE) steel bars as described in the attached Statement of Work under Specifications. NIST is setting a maximum of $100,000.00 for this purchase and need to purchase the maximum quantity of steel possible. BASIS OF AWARD: Award shall be made to the lowest priced, technically acceptable quoter. This will be a firm fixed price purchase order to the responsible contractor submitting a quote that meets all of the requirements of this RFQ and who has the lowest price. TECHNICAL CAPABILITY: Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. Failure to clearly and unambiguously demonstrate this will result in an "unacceptable" technical rating. PRICE: Price shall be evaluated for reasonableness. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall meet the technical specifications and deliverable schedule. For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the schedule. If more than one container is required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2" and the boxes, where feasible, should be taped or shrink-wrapped together as an issuable unit. The contract number and CONTRACT LINE ITEM NUMBER (CLIN) OR ORDER ITEM NUMBER shall be placed on the exterior of all containers.
