- 100% SDVOSB SET ASIDE This is a PRE-Solicitation notice that the National Cemetery Administration will be soliciting offers under Solicitation number VA786-17-Q-0254 to provide the repair of a submersible irrigation pump and motor at Houston National Cemetery. Sources from different states are welcome. SEE the Scope of Work and technical specifications in the Solicitation for this requirement after the Solicitation is posted to Federal Business Opportunities. SUMMARY OF WORK: The Work shall include, but shall not be limited to, the following (not necessarily in the order indicated): Remove and replace the existing submersible, vertical turbine pump and motor with the following make and model or approved equal to meet operating conditions: Pump: Goulds ® Water Technology, submersible vertical turbine, model 7CSLC, 6 stages, 5.0625-inch impeller trim. Motor: 6-inch, 75 HP, 3-phase, 60 Hz, 460 Volts, Inverter Duty. Max Speed: 3600 RPM (3450 RPM) Design Flow: 300 GPM @ 250 TDH; Pump Des. Eff.: 80% Operating Press.: 100 psi Water Level: 210 ft Pumping Level: 260 ft Well Depth: 528 ft Features: Stainless steel casing and discharge head Sand handling design Remove and replace 340 feet of threaded 4-inch Schedule 40 steel column pipe and couplings. Demolished column pipe shall be disposed of off-site the same day that it is removed from the well. Replace 340 feet of 1/4" PVC coated air line hose. Perform video and camera survey of entire well casing depth. Video shall clearly show condition of the well casing and screened sections. Contractor shall locate the screened sections (using available as-built information in Attachment 2 as a guide). Video of screened sections shall be shot horizontally (face-on). Provide a final report on the condition of the well including any justification and recommendations for follow-on rehabilitation method (for example: scrubbing, jetting, or acid treatment). Provide two copies of the DVD and final report: 1) the COR and 2) the District Engineer. Connect, reinstall, and/or reset all equipment including but not limited to: Mechanical and electrical disconnection(s) for the new pump and motor. Hoisting/rigging for the removal and installation of the pump and motor, and associated piping. The pump house has an existing roof hatch for equipment access. All labor, material, and equipment associated with testing the completed assembly and providing documented test results. After completion of all equipment, component, and material installations, perform a full system functional test and demonstrate to the COR the full operation/functionality of the newly repaired pump and motor, and the pump has been fully coordinated with the existing irrigation control system. Access to the pump house shall require the Contractor to board-in approximately 800 feet in order to avoid damaging the turf grass and cross the sidewalk in two locations. Any damage to the turf grass or sidewalks shall be repaired by the Contractor at their own expense. B. PERIOD OF PERFORMANCE: The performance period of the contract is planned for 120 calendar days from date of award. Electronic solicitation will be available on or before 10 March 2017, for download, from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov. Offerors are advised that they are also responsible for obtaining and signing/dating all Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting date, to FBO, is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes.) All proposals shall be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the solicitation closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through E-mail will NOT be accepted if Offerors do not adhere to the instructions set forth in the solicitation for any problems using Vendor Portal. Proposal transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete proposals will not be considered. No telephone requests/questions will be accepted.
