MARKET SURVEY CAPABILITY ASSESSMENT AIRCRAFT SYSTEMS MAINTENANCE FAMILIARIZATION TRAINING ON BOEING B-737NG, B-747 400 AND B-787 FOR AIRWORTHINESS (MAINTENANCE/AVIONICS) INSPECTORS EMPLOYED BY THE FEDERAL AVIATION ADMINISTRATION (FAA). NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER CONTACT INFORMATION BELOW. This is a market survey for a Firm-Fixed Price Indefinite Delivery Requirements Type Contract for the acquisition of Aircraft Systems Maintenance Familiarization Training for Boeing B-737NG, B-747 400 and B-787 for Airworthiness (Maintenance/Avionics) Inspectors employed by the Federal Aviation Administration (FAA). The Boeing 737NG and 747 400 have previously been procured in an open market environment. The required training services shall be provided in accordance with attached Performance Work Statement (PWS) provided for each aircraft. The Boeing 787 has just been put into the market therefore the Aircraft Systems Maintenance Familiarization Training for this aircraft has not been procured. The FAA is surveying to find capable contractors able to provide the Aircraft Systems Maintenance Familiarization for the Boeing 787 in accordance with attached PWS. The contractor is to provide Systems Maintenance Familiarization training to FAA inspectors in aircraft systems identified in the attached PWS. The contractor may provide this training through their standard course offered to the public or other governmental agencies or by submitting a course solely intended for FAA inspectors. The contractor will be required to provide a training syllabus for initial training in sufficient detail to determine compliance with the requirement. FAA formal training consists of training courses with agency level course numbers that will be officially recorded in the employee ™s personnel records. The class size will range from one (1) FAA employee to a maximum of twelve (12) FAA employees and the course length shall provide approximately 80 to 120 hours of instruction and accomplish the training outcome specified in Section 5 of the PWS. The purpose of this survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the Systems Maintenance Familiarization Training for the B-737NG, B-747 400 and B-787. When responding to this Market Survey, identify the capability to provide Aircraft Systems Maintenance Familiarization Training of all three (3) aircraft, even if your company cannot provide the training for each aircraft. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged business that are certified by the SBA for participation in the SBA ™s 8(a) Program. The purpose of this market survey is to solicit statement of interest and capabilities for small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sized, capable of providing specified Course Instruction. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of 25.5 million. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement: 1. Capability Statement “ This document should identify: Type of training provided by your firm for each aircraft Size and type of training provided by previous contracts (provide detailed information and past performance) Number of years in business 2. Geographic area where training will be provided; 3. Expected approach “ Respondents must provide their strategy for accomplishing this work. All responses to this market survey must be received by 3:00 p.m. CST, 03/15/2017.
