Industry is requested to review the draft and submit comments to the Contract Specialist listed in this announcement. Please submit all responses no later than 2:00 pm PST 9 March 2017. This is not a Request for Proposals at this time. Such request may be posted pending the results of this RFI period. The Mission and Installation Contracting Command at Joint Base Lewis-McChord (MICC-JBLM) intends to issue a Request for Proposal (RFP) for Installation Support Services for Yuma Proving Ground (YPG), Yuma, AZ on or about 29 November 2016 with written proposals due on or about 13 January 2017. This synopsis neither constitutes an RFP nor an Invitation for Bids (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. Readers shall not construe this synopsis as a commitment by the Government for any purpose. YPG Directorate of Public Works (DPW) has a requirement for a contractor to provide all management, supervision, materials, supplies, labor, and equipment, and tools necessary to accomplish all required maintenance and repair to facilities, structures, buildings, and utilities. The following functional areas are covered under this requirement: O&M and Repair of Electrical Systems and Equipment; O&M and Repair of Heating Plants and Equipment; O&M and Repair of Water Supply Distribution Systems; O&M and Repair of Sanitary Sewage Collection Systems; O&M and Repair of Air Conditioning/Refrigeration Plants and Evaporative Cooling Systems; O&M and Repair of Structures and Facilities; O&M and Repair of Food Service Equipment Maintenance and Repair; O&M and Repair of Cathodic Protection Systems; Grounds Maintenance; Pest Control; Heavy Equipment Operations; Sanitary Landfill Operations; UPH Operations; Emergency Repair; Animal Control Management; YPG Special Community Activities; Installation and Repair of Equipment in Place (EIP); Qualified Recycling Program; Petroleum, Oils, and Lubricants (POL) Facility Maintenance; Work Request Project Development (Planning and Estimating). The Government anticipates advertising this acquisition as a Small Business set-aside. The Government anticipates awarding a single contract as a result of the solicitation. The Government intends to award a Cost Plus Fixed Fee (CPFF) contract. The Government anticipates that the periods of performance for the solicitation and resulting contract will be one base year (to include a one-month Phase-in) and four one-year option periods. The estimated start date of Phase-in is 1 June 2017 with full performance beginning 1 July 2017. Interested parties shall consult the actual solicitation for final dates and times. The NAICS code applicable to this procurement is 561210, Facilities Support Services with a size standard of $38.5 million. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents from the FedBizOpps website, https://www.fbo.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents. All potential offerors are reminded, in accordance with DFARS 252.204-7004, ALTERNATE A, SYSTEM FOR AWARD MANAGEMENT, that a lack of registration in the System for Award Management (SAM) database prior to award will make an offeror ineligible for award. A site visit is anticipated and the specifics will be annotated in the RFP. Specific instructions on submitting comments/questions will be provided in the RFP. The Government will not accept official responses/proposals to the RFP via email. Hard and electronic copies of all volumes will be required to be received by the Contracting Office at the address provided in the final RFP by the closing date and time specified in order to be considered for award.
