Description
Statement Work THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineering and Support Center, Huntsville (CEHNC), in support of the Navy Systems Support Group (NSSG), intends to award a sole source contract for IBM Maximo Enterprise Asset Management Software Licenses in accordance with the attached Statement of Work (SOW), under the authority of FAR 6.302-1. NSSG must renew existing IBM Maximo Site Licenses to prevent mission failure and intends to solicit and negotiate the current MAXIMO software licenses for coverage beginning 1 April 2017. This commercial software and support are proprietary to International Business Machines Corporation (IBM) and are only available from the developer and authorized resellers. The associated North American Industry Classification System (NAICS) code is 511210, which has a size standard of $38.5 million. This Request For Information (RFI) and is not a request for competitive quotations. Interested parties who have a partnership agreement, and believe they can meet the requirements for the IBM Software Licenses as described in the SOW, are invited to submit a quote including delivery, FOB destination (Norfolk, VA). Vendors shall indicate the level of IBM agreement they hold with their response. All submissions will be considered, however there is no guarantee that submissions, in response to this notice, will in any way alter the Government's acquisition strategy. RESPONSES Companies wishing to respond to this notice should send responses NLT 12:00 PM CST, 7 March 2017. Telephone questions and responses will not be accepted. Submissions shall not exceed 10-pages, single spaced, 12-point type with at least one-inch margins on 8 ½ X 11" page size, including all appendices, attachments and title pages. The response shall not exceed a 5MB email limit for all items associated with this response. The Government does not intend to rank submittals, or provide any reply to interested firms. Responses should include the vendor's (1) capabilities submission; (2) business name, address, DUNS number, CAGE code and web site URL; (3) name of company representative and their business title; (4) contract vehicles available to the Government for the procurement of the product and service, to include General Service Administration (GSA) Federal Supply Schedules (FSS), or any other Government Agency contract vehicle; and (5) business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) 511210, Software Publishers; and (6) Identify level of IBM agreement they hold. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract, based upon responses to this notice, is solely within the discretion of the Government. This requirement is sole source and does not fall under one of the Non-Manufacturer Rule class waivers for NAICS 511210. Therefore, the Government does not intend to utilize a small business set-aside. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
