Description
THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE BRIDGE CONTRACT TO AKIMA FACILITIES MANAGEMENT, LLC. TO PROVIDE CONTINUED BASE OPERATION SUPPORT SERVICES. The Air Force Installation Contracting Agency (AFICA) - 338 th Specialized Contracting Squadron (338 SCONS), JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to award a bridge contract on a sole source basis to Akima Facilities Management, LLC, (Akima) under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. T he anticipated period of performance will include a 6-month base Period (01 Apr 17 - 30 Sep 17), and one 3-month Option Period (01 Oct 17 - 30 Dec 17), available for use if necessary. The Government intends to keep the performance period of the bridge contract as short as possible; however, the contract will also include FAR Clause 52.217-8, Option to Extend Services to provide maximum protection against any unforeseen event. The anticipated bridge contract to Akima Facilities Management, LLC is to provide Base Operating Mission Support services for the 47th Flying Training Wing located at Laughlin AFB in Del Rio, TX. The services included are: Civil Engineering Operations and Maintenance: maintaining real property and real property installed equipment (RPIE) and implementing programs to improve the base living and working environment; additionally, supports all facilities on LAFB to include: S pof f o r d Au x i l ia r y F ie l d, N e x r a d S i t e B r ac k e t t v i l le, IL S L o c a l iz e r, USAF Ma r ina REC, S a n Fe l i pe P umps, a nd a n y a t t ac h e d or r e lat e d p r op e rties und e r the c ontrol of L AF B. Supply: Provide a broad range of supplies, equipment, mobility bags, clothing, weapons, and other materials required to support LAFB. Transportation: provide passenger processing and transportation, cargo movement, vehicle fleet management and maintenance of LAFB vehicles. Multiple PWS requirement changes, a delayed release of the RFP due to a significant amount of pre-award questions from Industry, the RFP submittal date extended twice, and a higher-than-anticipated number of proposals submitted, resulted in a delay in award of the follow-on requirement contract. The bridge contract is necessary to continue the critical requirement and meet the AETC Laughlin AFB Operational Support mission, while the recompete is in process. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 16:00 PM (Central Time) on March 8, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
