Solicitation Number: Notice Type: W911SG-17-R-Recycle Sources Sought Synopsis: W911SG-17-R-Recycle Mission and Installation Contracting Command - Installation Contracting Office - Fort Bliss Texas is conducting market research to find 8(a) sources to provide recycle services to the Installation of Fort Bliss, East Fort Bliss, William Beaumont Army Medical Center, El Paso, Texas and the surrounding ranges in El Paso County, Texas and Dona Ana and Otero Counties in New Mexico. Purpose: The purpose of this Survey/Request for Information (RFI) is to survey the marketplace to assess the level of interest of any 8(a) qualified providers services. This is NOT a request for quote, Invitation for Bid (IFB) or Request for Proposals (RFP). NO solicitation document is currently available. The Mission Installation Contracting Command, Fort Bliss, Texas is NOT seeking or accepting unsolicited proposals. The notice does NOT constitute a commitment by the Government. The Government will NOT pay for any information received or costs incurred in the preparation of the response to the survey. Any costs associated with the survey response submittals are solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if issue. If a solicitation is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to the requirement. The size standard for this requirement is $33.5 million and the NAICS code is 562111. Fort Bliss is designated as a net Zero Waste Installation that requires working progressively towards zero landfill waste disposals by the year 2020. During the period of performance of this contract, the contractor shall reduce quantities of material disposed of in any landfill by any legal process that avoids landfill disposal. During performance of this contract the Contractor shall establish and maintain pickup of dumpsters not less than 80 % fill capacity. The pickup schedule and routes shall be optimized to assure pickup of full (80-95% fill level) dumpsters and to prevent overfill and spillage. The contractor shall remove any spillage (caused by either the contractor at time of pickup or by customer overfill) and bulk items within 10 feet (ft) radius of the dumpsters shall be picked up by the Contractor. Contractor shall submit route and other optimization proposals/plans/studies to the Contracting Officer Representative (COR) for consideration and approval. Government will work with the Contractor to promote and implement Government practices and procedures that increase recyclable materials. Description of Services/Introduction. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Recyclable Material Collection and Processing at Fort Bliss Operational Area, Texas and New Mexico as defined in the Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. The Contractor's responsibilities shall include, but not be limited to dumpster labeling: labels to include information of what will and will not be placed inside and a customer service phone number (915-568-1537]) front face of recycling containers, providing repairs (such as lids, drain plugs, paint, weathered conditions, holes, etc.), repair parts, tools, shelter, and maintenance personnel to perform repairs on Contractor Furnished Equipment (CFE) under this contract, and Government owned dumpsters. All other related equipment and property will be the responsibility of the Contractor to include, but not be limited to latrines, trucks, or cleaning facilities to be located off-post. The Contractor shall perform in accordance with (IAW) all terms, conditions, specifications, and standards contained in this contract and shall obtain such permits, bonds, licenses, or other authorizations as may be required. Background. Fort Bliss has provided commercial recycling services since January 2009. Currently Fort Bliss averages 186 tons per month of recyclables (papers, magazines, hardback & paperback books, telephone books, cardboard, plastics #1 - #7 including plastic bags & rigid plastics, aluminum/tin/steel cans, etc.) Fort Bliss's goal is to recycle an additional 100 tons per month by 2020. The goal for FY18 is an additional 34 tons/month. There are currently about 573 blue recycling containers (3, 4, 6, 8, and 40 cubic yard) at about 524 locations throughout the installation including the Ranges. Objectives. The goal of Fort Bliss is to maximize the fullest recovery possible of recycling materials from operations and activities. Fort Bliss is designated as a net Zero Waste Installation that requires working progressively towards zero landfill waste disposals by the year 2020. As of September 2016, Fort Bliss is at 51% solid waste diversion rate. Per the September 20015 Waste Characterization Study performed at Fort Bliss, 24% of solid waste or trash being landfilled consists of papers, plastics, aluminum or tin cans. If all single stream recyclables were recycled, Fort Bliss would be at 62% solid waste diversion rate. Contractor Furnished Items: Equipment. The Contractor shall furnish the following equipment, but not be limited to: a. Serviceable collection containers (3, 4, 6, and/or 8 cubic yard dumpsters and roll-offs). All containers shall be uniquely numbered. b. Collection vehicles to meet the requirements under this PWS, i.e., front-end loader collecting vehicles, and roll-off transport vehicles. c. Contractor will provide front loader scale(s) with the following features: front loader scale with on board data recording, weight and record individual loads for each service including date, time, and location by container number and GPS coordinate. The Contractor will provide weekly summary of weight collected for each dumpster. Contractor is responsible for calibration and maintaining a calibration log that is available upon request. The Government would prefer container weight be logged in electronically versus manual entry into a log thus reducing the potential for human error. d. Cameras will be needed to take pictures of contaminated loads and illegal dump sites as encountered by the Contractor. The contractor shall inform the COR of any areas that are continually a problem, i.e., contamination, trash on the ground, vehicles blocking a containers, etc. Pictures will be emailed to the COR on the date taken. e. Material Recovery Facility. Contractor shall be solely responsible for ensuring the Recyclable Material Facility has the capacity to process the quantity and type of materials collected at Fort Bliss in accordance with this Contract and Texas Commission on Environmental Quality Regulation, 30 Texas Administrative Code 328 Waste Minimization and Recycling f. Scales. Contractor will be responsible for ensuring the Material Recovery Facility is equipped with adequately sized truck scales and computerized record-keeping systems for weighing and recording all incoming vehicles transporting Recyclable Material. Contractor shall weigh, record, and tabulate each load from Fort Bliss. Questions: 1. What is your firm's classification NAICS Code for the required services? 2.
