- Description
- The Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers and Information Technology Service Center (C4IT SC), C4IT Service Center Acquisition Office, Command, Control, and Communication Engineering Center (C3CEN). This is a notice of intent to award a sole-source acquisition for sustainment support services for the Ports and Waterways Safety System (PAWSS). The primary purpose of the PAWSS program is to maintain ports and waterway operations for the USCG. This action is limited to support related to the Lockheed-proprietary core MTM-series software product. The MTM-series software is the core Command & Control software within the PAWSS system. It consolidates, processes and displays data from various remote sensors (radar, Automatic Identification System [AIS]) allowing USCG personnel to perform federally-mandated maritime vessel traffic management activities in nine (9) US ports, including: (1) Valdez, AK; (2) Sault Ste Marie, Ml;(3) Berwick Bay, LA; (4) Houston-Galveston, TX ; (5) New Orleans, LA; (6) Seattle, WA: (7) Port Arthur. TX: (8) San Francisco CA; and (9) New York, NY. The USCG anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) contract to Lockheed Martin Corporation, who is deemed to be the only responsible source capable of meeting this requirement. Individual Task Orders will be issued against the IDIQ contract on a Time-and-Material (T&M) and Firm-Fixed-Price (FFP) basis. The estimated total value of the IDIQ contract will be $19.4M. This acquisition is being issued pursuant to 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. The contract terms and requirements will be developed jointly between the Government and Lockheed Martin Corporation, in accordance with the FAR 15. The overall period of performance for the IDIQ contract is sixty (60) months. The applicable North American Industrial Classification System (NAICS) code is 541511 and the size standard is $27.5M. This notice of intent is not a request for competitive proposals. While the Government does not anticipate competition, any responsible source may submit a proposal that shall be considered. Information received will be considered for the purpose of determining whether to conduct a competitive procurement, which is solely within the discretion of the Government. Responses to this notice shall be sent to paulette.l.wilson@uscg.mil no later than 12:00 p.m. EST on March 17, 2017. There is no solicitation package available.
