Small Business Set-Aside: Competitive 8(a)
Description: The Federal Aviation Administration has a requirement to obtain business program management, project management, and information technology (IT) services to support the operation and maintenance of the FAA 冱 Corporate Work Plan (CWP) System. This requirement is sponsored by the CWP Program Office (ABP 360) within the Office of Budget and Programs (ABP-1). The attached Statement of Work describes the CWP System and the FAA 冱 specific requirements. The FAA seeks to award a single, Indefinite Delivery/Indefinite Quantity contract for a one year Base period of performance and four (4) one year options. Task orders issued will be primarily Time and Material and, when in the FAA 冱 best interest, Firm Fixed Price. Options will be priced and evaluated for award purposes as part of the offeror 冱 proposal in accordance with AMS 3.2.4-31 (April 1996). This acquisition is set aside exclusively for competition among Socially and Economically Disadvantaged Business SEDB 8(a) concerns that are expressly certified by the Small Business Administration (SBA) for participation in the SBA 冱 8(a) program. The applicable North American Industry Classification Code applicable to this requirement is 541519, Other Computer Related Services; with a size standard of $27.5 Million. All questions pertaining to this requirement must be submitted in writing via email to sharon.spector@faa.gov and debra.stuart@faa.gov by 2 PM EST Wednesday, March 8, 2017. Responses to questions will be provided to all offerors as an amendment to this announcement prior to the due date for receipt of proposals. Offers must be submitted via email to sharon.spector@faa.gov and debra.stuart@faa.gov on or before 2:00PM EST Thursday, March 23, 2017. Offerors are encouraged to pay particular attention to Section L of the attached SIR for specific instructions on how to prepare and submit proposals. Section M of the attached SIR provides criteria on how proposals will be evaluated. Offerors must be registered with the System for Award Management, www.sam.gov, on the date established for receipt of offers in order to be considered for award.
