- INTRODUCTION This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; and (2) whether they are small businesses; service-disabled, veteran-owned small businesses; or veteran-owned small businesses. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with size standard of 750 employees. Your responses to the information requested will assist the Government with its acquisition set-aside determination. The National Cemetery Administration (NCA) realizes the benefit of a GIS and GPS program to aid in record verification and reporting. The equipment will be used to capture GPS locational data for daily interments and gravesite marker placement with photographs and other tabular data. In order to benefit from this technology, high accuracy spatial data collection must be performed for all new interment and grave marker locations. Due to the close proximity of gravesites, high accuracy GPS (<=20cm accuracy) is required to ensure differentiation of observations, and collect the positional metadata to diagnose positional discrepancies. While many GPS solutions can provide high accuracy observations, solutions proposed shall not require additional equipment or require connections to various position correction sources. These may not be accessible at every cemetery and can be unreliable, complicating the workflows and increasing cost. Proposed solution must meet or exceed these requirements: GPS equipment to Map cemeteries and mark graves Accuracy: 20 cm or better Must work with ArcGIS Use with a variety of handheld OS to collect data Real-time position correction Direct export to ArcGIS format with positional metadata Other export formats supported including CSV and KML Single point administration Simple set up and use Extended warranty available Company shall be able to have units and a trainer to train the two trainers in place three weeks ARO. There shall be two prices a) Cases, manuals and FOB shipping shall be included in the unit price. b) Cases and manuals shall be included in the unit price, shipping a separate line item NCA estimate the purchases will be spread over 5 fiscal years with 70 purchased at once this year and shipped to 30 locations and 184 purchased over the following four years. INSTRUCTIONS TO INDUSTRY All interested parties are encouraged to respond. Responses must directly demonstrate the contractor's capability, experience, and ability to marshal resources to effectively and efficiently perform the objectives described above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes the following information: a. Company Name and socio-economic status b. Company point of contact, mailing address, and telephone number(s), and website address c. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives d. Company GSA Schedule number or other available procurement vehicle (if applicable) e. Company's System for Award Management (SAM) registration status. All eligible respondents to the upcoming Request for Proposal (RFP) must be registered on System for Award Management (SAM), http://www.sam.gov/. f. Proof of registration in VIP if Company is claiming SDVOSB or VOSB status. g. Prices as directed above h. A written explanation of how the unit works and if possible a link to a video i. Examples of output SENDING ONLY MARKETING MATERIALS AND A PRICE SHEET DOES NOT FULFILL THE REQUEST Disclaimer and Important Notes. This notice does not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses are received, a pre-solicitation synopsis and solicitation may be published on the Government Point of Entry (www.fbo.gov). Responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. The Government reserves the right to use any non-proprietary technical information provided by the contractor in any resultant solicitation(s). Questions must be submitted via e-mail as directed below, no later than 4:00 p.m. (EST) on March 6. Reponses to this sources sought notice are due at 5:00 p.m. (EST) on March 8, 2017. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for this submission is 5 pages.
