Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Illumina, Inc., 5200 Illumina Way, San Diego, Ca, for the purpose of procuring specialized laboratory instruments. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The FBI Laboratory's DNA Support Unit (DSU) is evaluating Next Generation Sequencing (NGS) instruments in order to support the DNA program activities by advancing the methodologies applied to DNA casework and expand the range of specimens from which probative data can be recovered. NGS has been established as a worthy methodology for future DNA casework application, and the DSU's studies with the Illumina platform have demonstrated its utility in recovering probative data from a much greater range of samples types and qualities than current technique, streamlining the overall DNA typing process and greatly reducing the cost of the same. The DSU has been actively developing and optimizing workflows that require the use of Illumina NGS instruments, and three of these workflows are currently undergoing validation for use in the FBI's DNA casework. Given the near-term operational use of the Illumina NGS platform, the DSU has a need to purchase two additional MiSeq FGx instruments and one Next Seq instruments. Without the three additional Illumina instruments (to be added to the two already being used in-house) the FBI's capacity to test and validate NGS methodologies will be severely restricted, which will in turn significantly delay its implementation for operation use by the FBI's DNA Casework Unit. The DSU needs to procure the following: 2 MiSeq FGx Next generation Sequencing Instruments (SY-411-1001) 1 NextSeq 500 Sequencing Instruments (SY-415-1001) Based on market research, it has been determined that Illumina Inc. is the sole manufacturer and distributor of the MiSeq FGx instruments, and therefore it is the only company capable of fulfilling this requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 8 March 2017, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
