Description
THIS IS A SOURCES SOUGHT NOTICE FOR 8 (a) SMALL BUSINESS CONERNS ONLY. THIS IS NOT A REQUEST FOR PROPOSALS AND THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. The US Department of Housing and Urban Development (HUD) is conducting market research to determine the availability, adequacy, and capabilities of potential ALL 8(a) small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or woman-owned small business concerns, interested in performing Multifamily Region construction inspections. HUD is contemplating issuing an 8a single award Firm-fixed-price/Indefinite-Delivery contract, for HUD Office of Multifamily Midwest Region Office (Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin, and the Midwest Region HUB office will support the states in its respective region. The contract will require the services of construction inspectors who will conduct the required inspections and perform various construction inspection tasks, including reviewing change orders, payment requests, schedules, request for permission to occupy, etc. Inspections are made to evaluate the builder's and supervisory architect's performance, to obtain construction according to the construction contract documents, and to report on conformance with prevailing wages and other construction contract requirements. For HUD construction, inspection tasks, the contract inspectors will serve as HUD's construction representative for completing various portions of HUD forms, procedures and other related tasks. The contract inspector's work products will provide HUD with the field/site data necessary to make informed decisions regarding the construction phase of the HUD Section 232 mortgage insurance underwriting program. This notice seeks only those sources under Product Service Code (PSC), C219-Architect and Engineering-General, North American Industrial Classification System (NAICS) code 541310, Architectural Services. The 8a small business size standard for NAICS code 541310 is $7.5 M. RESPONSE REQUEST The Government will not pay for any information solicited. If a contract is ultimately pursued, responses to this synopsis will be used to aid in determining whether the acquisition is set-aside for 8(a) small business or in establishing 8(a) small business subcontracting goals. All qualified 8a SB firms are encouraged to respond. If you are an interested small business (SB) concern, please provide a Written Letter of Interest, along with the following: 1. The government is requesting concerns to limit their written responses to five pages (letter size) in length, single-spaced, 12point font minimum. 2. 8a SB concerns must submit a capability statement and demonstrate the ability, experience, and skill in conducting construction inspections (CI), consisting of, but not limited to the following: Reviewing of CI assignment documents; Maintaining of construction records; Conducting pre-construction conferences; Scheduling and participating in construction progress meetings; Conducting job-site inspections; Conducting wage interviews; Reviewing General Contractor's Monthly Requisition for Payment; Providing supervisory architect's services; Determining preliminary acceptability for proposed change orders; Monitoring the proper use of the Architect's Supplemental Instructions; and, Reporting serious construction problems. 3. 8a SB concerns must provide a list of the States the SB is currently, or is able to conduct construction inspections. The SB concern must be able to provide a State Builders License, Construction Inspection Certificate, or Construction Certificate for each state they are able to conduct construction services. 4. 8a SB concerns must provide proof (i.e. DUNS number, System for Award Management printout, certification letter from Small Business Administration, etc.) that your firm is a Small Business according to NAICS code 541310 (average receipts less than $7,000,000/year). 5. You must identify whether your firm is an 8(a), Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, Service-Disabled Veteran-Owned Small Business concern (see www.sba.gov for additional information on small business concerns). 6. 8a SB concerns please provide a narrative of your firm's prior relevant experience and a summary of past performance and a summary of relevant past performance. The narrative must address the salient features for each experience and include a client reference contact for each experience, including name, title, address, e-mail, phone, and facsimile number. 7. 8a SB concerns must indicate whether your firm is capable of performing CI services in one or more of the Multifamily Regional HUBs. Please site the States your firm is able to perform CI services. If you are not capable of performing all services, or may only be capable of partially servicing one or more of the identified areas, you must indicate any performance constraints or limited service areas as part of your response. For example, xxxxx If any Joint Venture or teaming arrangement, the Lead Contractual firm must qualify as a small business concern according to NAICS code 541310. All respondents are reminded that at least fifty percent of the cost of contract performance incurred for personnel must be expended for employees of the concern according to FAR clause 52,219-14(b)(1)-Limitation on Subcontracting. Interested CI firms must e-mail their responses to this source sought notice, as the government will not accept mailed or facsimile responses. Scanned responses must be in Adobe PDF, MS Word, or a recognizable image format, such as JPEG. The contractor will furnish the personnel, equipment, materials and transportation necessary to perform construction inspections for the Multifamily Regional HUB. This is not a request for proposals and this notice does not represent a commitment by the government to issue a solicitation or award a contract. The government is utilizing this market research tool to determine the availability and adequacy of potential sources. All interested 8(a) contractors should submit their capability statements by TIME 2:30 p.m. central time on DATE Monday, March 13, 2017, attention POC Preston Brown, Contract Specialist, at (312) 913-8508.
