- Pre-Solicitation Notice: The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Solicitation Number VA101-17-R-0302 for a Design-Build Multiple Award Construction Contract (MACC) for Veterans Integrated Service Network (VISN) 17, Texas. This acquisition is a Total Small Business Set-Aside. This acquisition will provide indefinite delivery-indefinite quantity (IDIQ) design-build (DB) construction efforts for the VISN 17 area of responsibility (AOR). The MACC will consist of multiple disciplines in construction categories for new construction, design, renovation, alternation, and maintenance with design capability. The contractor shall provide all materials, equipment, labor and general conditions to accomplish maintenance, repair, and minor design-build construction projects in an expeditious manner. Types of projects may include, but are not limited to, commercial and institutional facilities, administrative and industrial facilities, housing facilities, child care centers, lodges, recreational/fitness centers, retail complexes, warehouses, offices, community centers, auditoriums, religious facilities, manufacturing facilities, utility infrastructures, or other similar facilities. Work to be performed under the MACC will include, but are not limited to, the following: general new construction, alterations, Interior and exterior renovations, site-work, masonry, roofing, concrete, asphalt paving, storm drainage, environmental remediation, walks, grading, paving, drainage, mechanical and electrical work (heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electric and lighting, fire and intrusion alarms, communications, elevators, etc.), landscaping, necessary removal of existing structures. The construction work includes tasks in various trades such as carpentry, demolition, mechanical, electrical, plumbing, concrete masonry, welding, and paving. Locations of work will be within the VISN 17 AOR. Large amounts of work are anticipated for the VA North Texas Health Care System. The Government intends to award approximately five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction, size standard $36.5M. Each contract awarded will contain a base 12-month period and four 12-month option periods. Subsequent task orders will identify specific requirements for each project. Individual task orders may range from approximately $500K - $3M. The program value to include all five contracts and subsequent task orders is Not-to-Exceed $15M over a 5-year period. A pre-proposal conference/site visit will be held to include a site visit for the seed project. The time and location will be in the forthcoming solicitation. All prospective offerors are highly encouraged to attend this conference. Offerors are encouraged to submit all questions and requests for clarifications no less than ten (10) days prior to the RFP closing date. The decision whether to respond to questions and requests for clarification made less than ten (10) days prior to the RFP closing shall be at the sole discretion of the contracting officer. The seed project will be Design-Build for the Mental Health CRRC Modular Building within the Dallas VA Campus. This will be a Joint venture with a Contractor and A/E firm that shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and design-build services necessary for the design and site preparation to include foundation pad, sidewalks, site utilities, and other minor site work for a 4,640 Sq Ft modular building, 1000 Sq Ft welding shop, and other specific tasks in accordance with the RFP. Each offeror's proposal will be evaluated in strict accordance with the RFP and Source Selection plan utilizing the best value source selection process IAW FAR 15.3 and VAAR 815.3. The basis for award is to be Subjective Tradeoff. Non-price factors will be considered approximately equal in importance to price. The Request for Proposal (RFP) will include a seed project. The seed project is a construction and design project and will be used for price evaluation purposes only. The magnitude of the seed project is between $1M and $2M. The offeror's proposal must convey to the Government that the offeror possesses sufficient past performance experience for relevant construction projects that range from $500K to $3M. Also, all offeror's shall show the capability of receiving $10M in bonding. While the Government intends to award a contract without discussions with respective offerors, it reserves the right to conduct discussions if the Contracting Officer deems discussions are in the Government's best interest. Additional MACC awards (up to 4) will be determined by the same criteria used to determine award of the seed project. The Government reserves the right to cancel this RFP either before or after the closing date. The RFP will be posted on the Federal Business Opportunities website at http://www.fbo.gov in the mid-March timeframe and close in the mid-April timeframe. Award is anticipated in mid-May to early June. This is an all-electronic solicitation release. Hard copies are not available. The Government will post amendments to the solicitation at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. Prospective contractors must be registered in the System for Award Management (SAM) database before award of a Government contract. Failure to register in the SAM database may cause your firm to be ineligible for award.
