This Request For Proposal (RFP) will be a firm fixed price contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238290. All other firms are deemed ineligible to submit offers. The small business size standard is $15,000,000.00. The Contractor shall provide the government with a complete construction and warranty to build the lightning protection system at building 475. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The government will not pay for any information submitted in response to this solicitation. Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror of any cost. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation. A site visit is scheduled for 9:00 AM Pacific Time on Wednesday, 15 March 2017 at Vandenberg AFB Visitor Center, corner of CA Hwy 1 and California Blvd, Vandenberg AFB, CA. The purpose of the site visit will be to answer questions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 9 March 2017 at 4:00 PM Pacific Time: Patricia Rosa, patricia.rosa@us.af.mil, 805-606-1506 Susan Sooknanan, susan.sooknanan.1@us.af.mil, 805-606-7610 The RSVP must contain: The company name The names of attendees (Attendees will be limited to 3 individuals per company due to limited room capacity) **For individuals that do not have base access, the date of birth and driver's license numbers (or social security numbers) and place of issuance are also required in order to have a base access pass prepared. RAPIDGate does not work at Vandenberg AFB.** Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended. All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 22 March 2017. Proposals are due by 2:00 PM Pacific Time on 4 April 2017.
