Sources Sought Notice Number: HQ0034-17-R-0083 Agency/Office: Washington Headquarters Services/Acquisition Directorate (WHS/AD) Title: Mobility Modeling & Analysis Support for the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) Projection Forces Division (PFD) Location: Pentagon, Arlington, VA; Mark Center, Alexandria, VA; or other government sites within the National Capital Region Customer Description & Background/Overview: The Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) Projection Forces Division (PFD) conducts deployment and logistical analyses to support policy, weapons systems, force structure and readiness programmatic decisions. The assessments span the range of military operations from major conventional or unconventional warfights to humanitarian support and defense support to civil authorities. This support requires a wide range of analytic capabilities ranging from mathematics and statistics to specific mobility/logistical modeling and expertise. It further requires subject matter experts to evaluate power projection capabilities across the spectrum of conflict. These assessments provide OSD senior leadership analytic insights critical to their decisions for right-sizing mobility forces to the defense strategy. These efforts require working in a joint collaborative environment with the Joint Staff, the Services, Regional Combatant Commands, and other U.S. government agencies. Requirement/Request: WHS/AD is seeking information from vendors in the National Capital Region (NCR) to support the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) Protection Forces Division (PFD) with Mobility Modeling and Analysis Support Services in accordance with the attached Draft Performance Work Statement (PWS). Responses from capable vendors are requested including Large Businesses, Small Businesses, 8(a) Small Businesses, HUBZone, Services-Disabled Veteran-Owned, Women Owned, and Economically Disadvantaged Women-Owned Small Businesses. A Labor-Hour contract is anticipated to be awarded in April/May 2017 with a base period and two (2) one-year option periods. The focus is on acquiring support for the task areas listed below. Vendors should address performance of each task area in their capabilities response and should provide information to demonstrate how the vendor's experience and recent past performance (last 5 years) is relevant to this requirement including the size and scope of the vendor's prior contracts. o Task 1 - assist the CAPE staff in preparing and analyzing data output and developing information/decisional briefings for Senior Leadership. o Task 2 - run various logistics and deployment models including Analysis of Mobility Platform (AMP) and Supply Chain Guru and provide analytic expertise to address tactical and strategic force deployment and sustainment resulting in the Logistics Feasibility and Force Flow (LF3) and associated Log CONOPS for each Defense Planning Scenario. o Task 3 - run the Air Refueling Model (ARM) and provide force structure and force sizing analyses of DoD's aerial refueling (AR) fleet for various scenarios. o Task 4 - support sortie generation analyses for all DoD fixed wing aircraft to support various OSD CAPE efforts as needed. o Task 5 - coordinate the collection of feeder data, AMP model setup, and distribution of model outputs with DoD agencies. o Task 6 - provide visualization support for ongoing efforts to include the collecting and manipulating data to create map-based pictorial displays using ArcGIS to assist in illustrating specific metrics of an analysis. Security Clearance: A Secret Clearance level eligibility is required for all personnel working under the contract. The Secret Clearance level is to be maintained for the duration of contract performance.
