Description
The requirement is to acquire the services required for the TH-1H aircraft to comply with Title 14 of the Code of Federal Regulations (14 CFR) Part 91, §91.225 and §91.227 requiring Automatic Dependent Surveillance (ADS-B) OUT performance when operating in designated classes of air space within the U.S. National Airspace System (NAS) after 1 January 2020. ADS-B is the transition from the current NAS to the Next Generation Air Transportation System. The primary purpose of this effort is to accomplish an antenna placement analysis, non-recurring engineering (NRE) for system integration, design reviews, development of Airworthiness documentation, aircraft integration technical data packages, trial installation, kit-proof support, ground and flight test support, and fielding support. All work performed within the scope of this requirement will be in accordance with the publications, technical manuals and specification identified within the Performance Work Statement (PWS). The Contractor shall furnish all necessary labor, supervision, equipment, tool, material, consumable supplies and facilities, excepted as otherwise noted herein. This requirement will include the deployment of a Contractor Field Team(s) for installation. The Contractor shall possess current, direct aircraft maintenance and extensive logistics and program management knowledge of and experience on the Th-1H helicopter or other rotorcraft. This is a non-commercial requirement for an 18 month basic period of performance with two options; one 12 month option and one 6 month option. The Government anticipates awarding a Firm Fixed Price (FFP) contract with some Cost Reimbursement - No Fee (CRNF) line items for Travel. Anticipated contract award date is 30 June 2016. Award will be made in accordance with Sections L and M of the Request for Proposal (RFP) using Lowest Price Technically Acceptable (LPTA) source selection procedures. Foreign participation is not permitted. Data or rights are not owned by the Government or, where owned, cannot be made available to other sources. Electronic procedures will be not used for this solicitation. The Government intends to award without discussions, but reserves the right to hold discussions. This requirement has been set-aside for Service Disable Veteran Owned Small Businesses (SDVOSB) in accordance with FAR Subpart 19.14. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Respondents are to specify in their response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, or veteran-owned small business. Respondents shall also specify whether they are a U.S. or foreign-owned firm.
