Description
1. THIS IS A Sources Sought Notice ONLY. The Mission and Installation Contracting Command - Center Fort Bragg (MICC Center - FB) is seeking market research and capability statements from small businesses interested and capable of fulfilling all or portions of the fiscal year (FY) 2017 Directorate of Public Work's (DPW) construction requirement(s). DPW's FY17 construction requirements encompass a broad range of services to include maintenance, repair, and minor construction projects on Fort Bragg, Camp Mackall, Simmons Army Airfield and Pope Army Airfield, North Carolina. The sources sought synopsis has been posted to determine if two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside any requirement(s) if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in every socioeconomic category, including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement(s) at a fair market price. 2. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government wide Point of Entry. It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 236220 Commercial and Institutional Building Construction" with a small business size standard of $33.5 million 3. The General Scope of the construction projects will require the Contractor(s) to provide all management, personnel, materials, equipment, supplies, and transportation needed to execute tasks for a variety of trades such as, but not limited to, carpentry, roofing, painting, electrical, HVAC, plumbing, masonry, demolition, roadwork, storm drainage, earthwork, welding, and other general construction. These projects may also include some design-build projects. All anticipated projects demand high standards of quality and performance. All work performed shall be in accordance with the industrial and commercial codes/standards. The capabilities required for this acquisition will be of the following general project categories: (1) Construction, repair and alteration of various facilities, (2) Minor construction and real property maintenance, remodel, and repair to include but not limited to the following: Foundation and Site Work, Concrete Construction, Masonry Construction, Metals, Carpentry, Thermal/Moisture Protection, Earthwork, Curtain walls, doors, windows, glass, Finished Materials, Fencing Communications, Elevators / Conveying Systems, Mechanical / Electrical, Demolition and Removal, Roads / Paving, and Painting (See Attachment 1 for FY17 DPW Projected Project List). 4. Place of Performance: Various locations on Fort Bragg, Simmons and Pope Army Air Fields, and Camp Mackall, North Carolina. 5. In response to this sources sought, please provide: a. Company Name and Point of Contact; b. DUNS number and CAGE code; c. Small Business Certification; and 6. A brief Statement of Capability (no more than 15 pages), which demonstrates the ability to meet the requirements above, to include how your company can manage and accomplish multiple requirements if awarded. The capacity information should demonstrate your company's capability to attract, hire and maintain a qualified labor pool as well as sufficient financial resources to perform multiple projects. In addition, interested sources shall provide a narrative in their capabilities statement that support design requirements as listed in Appendix 1. All design requirements are listed in the table above. 7. Include any Past Performance information on Government contracts of similar size and scope. 8. The NAICS Code is 236220, "Commercial and Institutional Building Construction" with a small business size standard of $33.5 million. Electronic responses are required. No physical or "hard" copies will be accepted as a result of this request. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirements. All interested sources who provide goods or services to the Department of Defense (DOD) must be registered and current in the System for Acquisition Management (SAM) website, must have completed their business Online Representations and Certifications Application (ORCA), and be able to electronically submit invoices / receiving reports through the Wide Area Work Flow (WAWF) system. 9.
