- Section 242 Program: Office of Hospital Facilities Requirements for Hospital Market Analytics THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only to determine the capability of potential sources. The Office of Hospital Facilities (OHF) manages the Section 242 program, which provides mortgage insurance for acute care hospital facilities ranging from large teaching institutions to small rural critical access hospitals. Staff members are primarily located at the U.S. Department of Housing and Urban Development (HUD) Headquarters in Washington, DC and field offices located in Houston, Jacksonville, Milwaukee, and New Orleans. OHF is comprised of two functions which support underwriting and asset management of FHA-insured hospital loans. The Department of Housing and Urban Development (HUD) is contemplating establishing a contract under NAICS Code(s) 541611 and the Small Business Standard is $15M, PSC Code B513 and is issuing this Request For Information (RFI) in order to solicit responses from capable sources and capability statements to ensure sufficient competition exists to meet the government's requirements. The Government may consider any appropriate set asides for this requirement depending on the available sources. OHF is seeking access to market data in forecasted demographic and healthcare utilization trends. The selected firm will assist HUD in developing a web based tool that will provide designated 242 personnel with the most current data metrics necessary to assess inpatient and outpatient community need for healthcare services. The following requirements are a listing of OHF's requested vendor responsibilities. Develop an information database to be accessed on an internet based tool designed for accessing and storing utilization data as obtained by Centers for Medicaid and Medicaid Services (CMS). 1. On an inpatient basis, OHF should be able to access inpatient utilization data by zip code for selected service areas by age cohorts for projected years and the most current year. 2. Generated reports should be imported into an excel document that provides existing acute care facilities operating within the service defined zip codes. And include: Discharges, Inpatient days, market share, number of licensed beds, occupancy rates. 3. Access the Outpatient Standard Analytical File from Medicare which contains detailed claims information about outpatient health care services rendered to the Medicare population. This would include both outpatient and non-institutional (i.e. physician offices) if reported through hospitals' provider identification number. 4. Datasets would include basic demographic information (age, sex, race), date of service, diagnosis and procedure codes (ICD-10 Diagnoses, ICD-10 Procedures, Healthcare Common Procedure Coding System (HCPCS), Revenue Code, Modifiers), utilization information including volume counts for each diagnosis and procedure code and charge detail, identification number (Medicare Provider Number), and reimbursement amount (charge per unit, cost per unit, deductibles). 5. Need to identify projected outpatient demands five years in the future by age categories for the primary and secondary market areas and the state for predetermined zip codes, state, county, city, or Core Based Statistical Area (CBSA). 6. The vendor shall have the ability to provide current and projected demographic data (for no less than a five period, HUD should supply a list of zip codes that make up the demographic area. The contractor will provide demographic data for the four age groupings (0-17, 18-44, 45-¬64, 65-74 and 85+). 7. The vendor should provide a user manual, a training session in the base year and option 2 and 4. Customer support should be available during normal business hours from 9am -5pm Monday through Friday. Customer support staff should be available for password resets during normal business hours from 9am thru 5pm Monday through Friday. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Governments requirements for the above. The capability statement shall be in sufficient enough detail, but not exceed 10 pages total, so that the Government can determine the experience and capability of your firm to provide the requirements above. Please specify one primary and one alternate Point of Contact (POC) within your firm, including telephone numbers and email addresses in case clarifications of your submission are needed. Only electronic copies of capability statements will be accepted and should be emailed to: sarah.l.heyward@hud.gov; and carmen.l.Calloway@hud.gov. The e-mail shall contain the following subject line: Response to Sources Sought Notice - 242 Healthcare Database. The Government may use the responses received to determine whether to proceed with the acquisition as a set-aside, or in the absence of a least two small business responses to this notice, may determine to proceed with a full and open competition. This decision and whether to proceed with the acquisition is at the sole discretion of the Government. All interested contractors should submit their capability statements by TIME 12:00 EST on March 16, 2017, attention POC Sarah Heyward. Late responses will not be considered. No awards will be made from this sources sought. No solicitation is available at this time. All responses will be analyzed in order to determine the appropriate small business set aside for future acquisition.
