- This Request for Information (RFI) is issued by the Lower Tier Project Office (LTPO) to initiate preliminary market research for planning purposes. The issuing of this notice is solely for informational purposes and does not constitute a solicitation. No award is intended as a result of this RFI nor does the Government intend to pay for information received. Any response to this notice is not an offer and cannot be accepted by the Government to form a binding contract. Any future award(s) will result from issuance of a Request For Proposal (RFP) and will not be conditioned by responses to this posting. Foreign nationals are not authorized to attend. On 22 March 2017, the LTPO will conduct an Industry Day forum. The Industry Day forum will provide information on the LTPO 30-year strategic plan and a Next Generation Lower Tier Interceptor acquisition concept. The forum will serve to engage industry in early communication regarding the planned next generation lower tier interceptor acquisition and receive input from industry on potential and planned independent research and development on air and missile defense interceptor capabilities. The Industry Day forum will include a classified general session briefing by the LTPO to industry to communicate the current state of the 30-year strategic plan, introduce the Next Generation Lower Tier Acquisition concept, and review evolving threat influences to interceptor capability. Attendees are encouraged to participate through presentations and question and answer forums to facilitate understanding of the LTPO's path forward and evolving capability needs. After the general session, attendees will also have the opportunity to participate in 30-minute one-on-one sessions with Government representatives on the day of the forum by appointment only. Participant presentations and discussion in the one-on-one sessions should address the following talking points: (a) assessment of the evolving threat and the threat influence on lower tier missile defense capabilities (b) description of material solution concept to counter evolving threats (c) critical technologies to a material solution (d) research and development activities supporting a material solution, to include current technology readiness level, planned maturation timelines, and completed and/or planned research and development activities (e) anticipated impacts on current missile defense force structure of a material solution (f) methodology to enable interoperability with Army Air and Missile Defense systems (g) assumptions, dependencies, or imposed requirements on existing or future Army Air and Missile Defense components Based on materials and information presented, the LTPO, solely at its discretion, may request unfunded, follow-on, one-on-one meeting(s). Material to support one-on-one sessions may be submitted prior to or the day of the Industry Day event. Material must be received prior to 20 March if submitted through mail. Unclassified material may be submitted via mail or email. Mailed unclassified responses should be sent to PEO Missiles and Space, Attn: SFAE-MSL-LTP/David Saalwaechter, Bldg. 5250, Martin Rd., Redstone Arsenal, AL 35898. Emailed unclassified responses should be sent to the following email address: david.m.saalwaechter.civ@mail.mil or transferred via an encrypted file transfer method. All classified response information will be accepted by mail or Secure Internet Protocol Router (SIPR) only; please mark it accordingly, and send via proper channels. Classified information can be sent via USPS or FedEx. Classified information sent via USPS should be sent to PEO Missiles and Space, Attn: SFAE-MSL-LTP, Bldg. 5250, Martin Rd., Redstone Arsenal, AL 35898. The inner wrapping shall be addressed to: ATTN: SFAE-MSL-LTP (Mr. David Saalwaechter). Classified information sent via FedEx should be sent to the Lower Tier Project Office (LTPO) 106 Wynn Drive, ATTN: SFAE-MSL-LTP, Huntsville, AL 35805. The inner wrapping shall be addressed to ATTN: SFAE-MSL-LTP (Mr. David Saalwaechter). SIPR email should be sent to the following email address: david.m.saalwaechter.civ@mail.smil.mil. Instructions for material submitted on the day of the event, will be provided with the RSVP response. ** ATTENTION: The LTPO plans to use non-Government support contractors in assessing industry responses resulting from this notice. Thus, if responses include proprietary information, it must be marked accordingly. Each respondent must be willing to sign non-disclosure agreements with these non-Government support contractors so that the LTPO can properly protect the proprietary information submitted. It is anticipated that the following list of non-Government support contractors will be utilized: 1) KBRWyle, 100 Quality Circle, Huntsville, AL 35806 2) Intuitive Research and Technology Corporation, 5030 Bradford DR NW, Bldg. 2, STE 205, Huntsville, AL 35805 3) Delta Research, Inc., 996 Explorer Blvd NW, Huntsville, AL 35806 4) Torch Technologies, 4035 Chris Drive, Suite C, Huntsville, AL 35802 In accomplishing their duties relating to the review process, the above mentioned firms may require access to Proprietary Information contained in the industry responses. Therefore, pursuant to FAR Part 9.505-4, these firms must execute an agreement with each industry respondent that states that they will (1) protect the respondent's information from unauthorized use or disclosure for as long as it remains proprietary and (2) refrain from using the information for any purpose other than which it was furnished. To expedite the review process, each industry respondent is requested to contact the above companies to effect execution of such an agreement prior to submission of their response(s). Each industry respondent shall submit copies of the agreements with their response(s) or provide a definitive statement that the industry respondent does not consent to the release of the information to the aforementioned firms. To facilitate the non-disclosure agreement process, requests for non-Government support contractor POC information must be e-mailed to the Contract Specialist and Contracting Officer (contact information provided below). The Industry Day will occur at the KBRWyle CAS Group, located at 100 Quality Cir NW, Huntsville, AL 35806. To register, please RSVP to the Contracting Officer via email, no later than 1600 CST on 13 March 2017; the Government will accept no registrations after this date. Include by name a list of all Industry Day attendees from your organization. The Government reserves the right to limit participation if the event is oversubscribed. Industry day will be conducted at the SECRET classification level. All personnel attending industry day must be a U.S. citizen with a current security clearance at the SECRET level. Visit Access Request (VAR) information will be provided with the RSVP response. Submittal of VAR information must be received by 17 March 2017.
