- THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY. The Marine Corps Forces Special Operations Command is conducting market research to determine availability of a single firm capable of satisfying all three of the following: Ground and Air Precision Geolocation (PGL) training Modes (I, II, III, and V). The objective of this training is to ensure that Signal Intelligence operators are CERTIFIED in compliance with United States Signals Intelligence Directive DA3857: the policy that governs PGL training, certification, and operations. This is a sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. This special notice is for planning and informational purposes only and SHALL NOT be considered as an Invitation for Bid, Request for Quotation, or Request for Proposal. Information provided to the Government as a result of this posting is strictly voluntary and there is no obligation on the part of the Government to acquire any products or services described in this Sources Sought. Contact with Government personnel, other than the Government Point of Contact listed below, by a potential offeror or their employees regarding this requirement is strictly prohibited. The Government is seeking responses to this sources sought from all interested businesses capable of satisfying the entire requirement. Large and small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Description of the requirement (courses listed below) to include: 1. Description of Supplies and Services: Ground Precision Geolocation (G/PGL) Mode I Ground Precision Geolocation (G/PGL) Mode II Ground Precision Geolocation (G/PGL) Mode III Ground Precision Geolocation (G/PGL) Mode V Air Precision Geolocation (A/PGL) Mode I Air Precision Geolocation (A/PGL) Mode II Air Precision Geolocation (A/PGL) Mode III Air Precision Geolocation (A/PGL) Mode V 1.1 This requirement is to procure Ground and Air Precision Geolocation (PGL) training Modes (I, II, III, and V). Subject Matter Experts (SMEs) shall possess the skills, knowledge, experience, and expertise to perform the services required, and must have a current Top Secret (TS)/ Sensitive Compartmented Information (SCI) (TS/SCI) clearance. Instructors must also have conducted real world PGL missions as a certified OTT operator while permanently assigned to a special operations unit (this excludes temporary assignment of duty to a SOF unit). 2. The estimated periods of performance shall be for a base year and four one-year options. The anticipated contract type is FFP/IDIQ. Base Year: 1 July 2017 through 30 June 2018 Option Year 1: 1 July 2018 through 30 June 2019 Option Year 2: 1 July 2019 through 30 June 2020 Option Year 3: 1 July 2020 through 30 June 2021 Option Year 4: 1 July 2021 through 30 June 2022 3. NAICS code for this requirement: 611699, All other miscellaneous schools and instruction with a size standard of 11 million. FSC Code: U099 Interested firms responding to this synopsis are to include the following information: 1. Firm's name, profile, address, DUNS number, CAGE code, point of contact, telephone number, and email address. 2. Firm's capability to perform the REQUIRED service. Be specific with RELEVANT contracts of same or similar in nature of work, size, and complexity. Include contract description, dollar value, and customer POC. 3. Firm's business size (large or small) and all applicable socio-economic category information (i.e. SDB, 8(a) HUBZ, EDWOSB, WOSB, SDVOSB, etc.). 4. Responses are limited to email correspondence, and limited to 10 pages. Questions regarding this Sources Sought announcement shall be submitted NLT 8:00 PM Eastern Standard Time (EST) on 13 March 2017. After this deadline, questions will not be considered regarding this announcement. Sources Sought submissions must be received no later than 10:00 AM EST on 17 March 2017. Submission after this time frame shall not be considered. Interested vendors are encouraged to review the information requested above carefully and ensure a complete response for thorough consideration.
