Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in writing to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (GWMP 223197) and identify your socioeconomic status (e.g. 8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your capability information shall be six (6) pages or less, specific to the scope provided and include a letter from your bonding company verifying your bonding levels. Your response is due no later than 2:00 pm Mountain Time on March 16, 2017. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Project Name: Rehabilitate U.S. Marine Corps War Memorial & Grounds - Sculpture Conservation, Cleaning and Repairs Package NAICS Code: 236220 Estimated Cost Range: $250,000-$350,000 Estimated Period of Performance: May 2017 - August 2017 Project Description The Work includes Sculpture Conservation Cleaning & Repairs at the U.S. Marine Corps War Memorial at George Washington Memorial Parkways (GWMP). The work under this project specifically includes: • Bronze Restoration o Clean the bronze sculpture and Memorial Plaque using detergent and pressurized water rinsing o Provide protective wax coating on all exterior bronze surfaces of bronze sculpture and Memorial Plaque • Gilding o Remove flaking gilding, peeling gilding, and gilding that is otherwise unsound as indicated on drawings, preparing substrates, and providing new gilding to match original adjacent gilding • Other repairs o Minor repairs to lead sheet metal and lead accessories including flashing repair at the outer edge of the crag stone and modification of the light fixture mount at the Memorial plinth to create proper drainage • Granite Restoration o Clean the polished granite panels at the base of the sculpture A Comprehensive Conditions assessment of the sculpture is to be completed by a Conservator. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1. Demonstrate that firm and/or proposed subcontractor regularly engages in bronze restoration. Demonstrate that the Conservator has at least five years of experience in protecting, repairing, and cleaning work similar in scope. 2. Demonstrate that firm and/or proposed subcontractor regularly engages in gilding at historic sites. Gilding shall be carried out by skilled gilders who are thoroughly experienced with the materials and methods specified and have a minimum of five years of experience gilding decorative surfaces similar to this project. 3. Demonstrate that firm and/or proposed subcontractor regularly engages in cleaning masonry on historic buildings or sculptures. Demonstrate that the firm has successfully completed at least three projects, within the past ten years, similar in scope and type to work required on this project. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
