Description
GS-05-P-17-SC-C-0009: First Level Child Care Temperature Control Project at the Anthony J. Celebrezze Federal Building in Cleveland, Ohio THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice DOES NOT constitute a Request for Proposal, nor does it represent any commitment by the Government. The GSA, Great Lakes Region, is conducting market research for interested small business firms that have the applicable experience/capabilities to perform First Level Child Care Temp Control at the Anthony J. Celebreeze Building located at 1240 E 9th St in Cleveland, Ohio. Any interested small business firm may submit a market research questionnaire demonstrating its capability to perform the requirement. Your responses to the information provided will assist the Government in determining whether a small business set-aside is possible. Project Description: The objective of this project is to increase thermal performance of the envelope and the perceived comfort level of the occupants on the First and Mezzanine Floors of the Anthony J Celebrezze Federal Building in Cleveland, Ohio. This work will be accomplished with the design of a thermal barrier and HVAC improvements required to enhance the control of, and moderate the indoor temperature on the first and mezzanine levels of the building, including the Lobby and Vestibules. For additional information - see the attached Scope of Work Summary. The North American Industry Classification System (NAICS) Code for the proposed acquisition is 238220, Plumbing, Heating, and Air-Conditioning, and the size standard is $15 million. The project is planned to be announced in May 2017 with an award anticipated for September 2017. The estimated total construction cost for this project falls within the range of $1,000,000.00 to $3,000,000.00. The performance period for this project is approximately six (6) months. Contracting Method: The "best value trade-off process" will be utilized in this procurement for the evaluation of offers and the selection of the successful company to receive the award. The Government will select the proposal that represents the best value based on the evaluation of both the technical factors and the total evaluated price. For this procurement, the technical factors will be significantly more important than price. The technical factors will include: experience on similar projects, staffing plan and qualifications of key personnel, project management plan / approach, and past performance. Response to Sources Sought: If you are interested in this project, please provide the following information. All information submitted will be subject to verification and additional information may be requested to substantiate your response: Provide a short statement regarding your business' expertise and experience on projects similar in scope and size? Are you a small business? If a small business, please indicate any and all applicable small business representation(s) (8(a), HUBZone, Service-Disabled Veteran Owned, Women-Owned, etc.) Do you have bonding capability to cover $3,000,000 of the construction cost? Have you completed a minimum of three (3) and maximum of five (5) projects of similar size and scope? If so, complete Attachment A for each project to demonstrate relevant experience. Would you intend to submit a bid on this potential project? Interested firms should submit the above information to include copies of Attachment A to the Contract Specialist at the email address provided in the point of contact section of the announcement.
