- AMENDMENT 00001 - THE STATEMENT OF WORK HAS BEEN UPDATED. THE SUBMITTAL DATE HAS BEEN EXTENDED. This is a combined synopsis/solicitation 100% set-aside for small businesses for the lease of commercial items prepared in accordance with the format in FAR Part 12.6, associated references as it pertains to FAR Part 13 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be available for this requirement. Quotations are being requested and no additional written solicitation will be issued. All responsible small business sources may submit a quotation. The solicitation is issued as a Request for Quotation (RFQ), reference number HSHQE4-17-Q-00001. Only vendors whose facility is within a radius of 40 miles or one (1) hour of 180 Ted Turner Blvd SW Atlanta, GA 30303 need submit. The U.S. Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) is responsible for protecting property owned, occupied and secured by the U.S. Government as well as the people on that property. The Mobile Command Vehicle (MCV) program supports the FPS mission through the provision of mobile, on-site platforms for command, control and communications during terrorist attacks, natural disasters, National Special Security Events and other similar occurrences. The MCVs can rapidly deploy to any location in the continental United States where the communications infrastructure is inadequate or has been disrupted, or where enhanced interoperability among law enforcement agencies is needed. FPS Region IV has a need for storage for two vehicles: Mobile Command Vehicle (MCV) and Standard Utility Vehicle (SUV). The storage of these vehicles is needed to ensure the protection of the vehicles from environmental weather related extremities, and to ensure the security of the government property. The North American Industrial Classification System (NAICS) code for this effort is 493190- Other warehousing and storage, with a size standard of $25.5 million. RFQ SUBMISSION REQUIREMENTS 1. Standard Form 18, Request for Quotations - When responding to this RFQ the Contractor must use the Standard Form 18. 2. Contractors are informed that it is the Government's desire to make award on initial quotes when deemed possible by the Contracting Officer, however the Government reserves the right to communicate and/or negotiate with offerors if later determined necessary. 3. Quotes shall specify the offer expiration date. Offerors shall hold their offers valid for 60 days after the RFQ closing date, unless requested to further extend it by the Contracting Officer. EVALUATION CRITERIA The Government will evaluate quotes in response to this solicitation without discussions and will award a contract to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the Government considering only price and the price-related factors specified elsewhere in the solicitation. Price Quote 1. Using the Standard Form 18 - Request for Quotation the Contractor must submit information for all Contract Line Item Numbers (CLINs), which includes pricing for every line item listed. Contractors submitting partial pricing information shall be ineligible for award. The unit price prevails if a discrepancy exists between the unit price and the extended price. 2. The Contractor's price shall be inclusive of all the Contractor's costs associated with providing the items/service described in the Statement of Work. 3. Prices will be evaluated to ensure that they are fair and reasonable for performance of the requirements established in the RFQ. 4. The Government shall not be responsible for compensating the Contractor for any costs tied to solicitation requirements but not factored into the quoted prices, either by the Contractor's intention or by mistake. Basis for Selection The resulting Purchase Order will be awarded to the responsible vendor, whose quote conforms to the solicitation requirements, considering only price. Only an apparent successful contractor determined to be responsible pursuant to FAR 9.104-1 will be issued a Purchase Order. Quotations are due no later than January 23, 2017 at 2:00pm Eastern Time. Submissions shall be made via email to Melissa.stolle@hq.dhs.gov. Failure to submit a response by the time and date established may result in the quote not being considered. FPS reserves the right to consider quotes received after submission deadline at its discretion. By submitting quotations, contractors agree to comply with all terms and conditions as set forth in this RFQ, to include SOW and Clauses/Provisions.
