- Solicitation Number: W911RX-17-B-0003 Notice Type: Pre-solicitation The Fort Riley Installation Contracting Office, MICC-Riley, intends to issue an Invitation For Bid (IFB), on or about March 17, 2017 on the FedBizOps website at www.fbo.gov. This is a construction contract to Mill and Overlay Trooper Dr., Caisson, Dickman, & MAAF Runway. The project consists of furnishing all plant, labor, equipment, materials and transportation, and performing all required work according to the drawings and specifications for this project. Bids will be due approximately 30 days later. The general scope of work includes, furnishing all plant, labor, equipment, materials and transportation, and performing all required work according to the contract drawings and specifications for this project. Working hours shall be limited to night operations from 6:00 P.M. CDT to 5:30 A.M. CDT hours for the entire duration of the contract. Work at Marshall Army Airfield shall be completed and cleaned up prior to 5:30 A.M. CDT August 11th, 2017. This solicitation will be issued as an Invitation For Bid (IFB) which will result in the award of a single firm-fixed price (FFP) construction contract. The estimated performance period for completion of construction is 180 calendar days from Notice to Proceed (NTP). Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The Invitation For Bid (IFB), will be available on or about March 17, 2017 and responses will be due on or about April 18, 2017. The IFB, including any amendments, shall establish the official opening and closing dates and times. At this time no Pre-Solicitation Conference is planned for this solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000 and $5,000,000 Bids received in response to the IFB will be evaluated in accordance with procedures outlined in FAR Part 14.201-8. An organized site visit will be announced at a later date. Upon announcement of the organized site visit, attendees should arrive early to allow time to pass through security. You must present a valid driver's license, current vehicle registration and proof of insurance to obtain a vehicle pass. This solicitation is 100% set aside for Small Businesses. The NAICS code is 237310. The size standard is $28.5 million. This announcement serves as the advance notice for this project. In order to be deemed responsive, all bidders shall comply with FAR Clause 52.204-13, System for Award Management Maintenance and have an active registration within the SAM registry. VETS-100 Requirement: Per the Federal Acquisition Regulation (FAR) part 22.1303 all offerors must complete their VETS-4212 report via the Department of Labor website at https://vets100.vets.dol.gov/ to be eligible for award.
