- Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with NxStage Medical (DUNS: 088013219), pursuant to FAR part 12, FAR part 13, and specifically FAR 13.106-1(a). The proposed sole source purchase order is for annual maintenance of NxStage One dialysis machines at the Veterans Affairs Richmond Medical Center (Hunter Holmes McGuire Medical Center) in Richmond, Virginia. The NAICS code for this contract action is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a SBA Size Standard of $20.5 million annual revenue. The Product Service Code for this action is 6515, Medical and Surgical Instruments, Equipment, and Supplies. This procurement action will result in the sole source award of a contract to NxStage Medical, the original equipment manufacturer (OEM) of the facility s existing NxStage One Dialysis (Model No. NX1000-5) machine inventory. The original equipment manufacturer is the only available source. VHA policy prohibits use of grey market items and the OEM does not have an authorized service distribution network to provide the required maintenance support. Any third party contractor would use refurbished or grey market parts to complete repairs. The proposed contract will include a base period and four (4) option periods and will be awarded as an open market purchase order. A total of six devices require maintenance. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than Monday, March 6, 2017, 05:00PM EST. The capability statement shall include documentation that evidences the potential offerors specific knowledge and training for the identified equipment, as well as access to all necessary parts from the manufacturer, through OEM authorized channels. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
