- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), has a requirement for a project entitled, "Integrity Management Process of Tension Leg Platforms". This procurement is being conducted in accordance with FAR Part 15, Contracting by Negotiation. This is not a small business set-aside. The solicitation number is E17PS00021 and the solicitation will be issued as a Request for Proposal (RFP). The Government anticipates awarding a Firm-Fixed-Price type contract as a result of this solicitation. The period of performance is anticipated to be 12 months from date of award. The North American Industrial Classification Systems (NAICS) code is 541330, Engineering Services (Marine Engineering) with a small business size standard of $38.5 million. All potential offerors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts. The Bureau of Safety and Environmental Enforcement (BSEE), an agency of the U.S. Department of the Interior, is charged with working to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement of, offshore facilities engaged in oil and gas exploration, development and production operations on the Outer Continental Shelf (OCS). BSEE ¿s collective goals include instilling a stronger sense of safety and environmental responsibility among operators, while promoting compliance with regulation. BSEE seeks to expand its role as a world leader in safety and environmental stewardship. Through innovative regulatory approaches and appropriate collaboration with industry, BSEE fosters a culture of risk reduction and compliance among operators that results in reducing the risk of accidents and spills and an enhanced ability to respond to those that do occur with prompt and appropriate regulatory action. BSEE anticipates entering into a contract with the primary objective to address gaps in examining the industry inspection processes and monitoring system methods used for the integrity management of Tension Leg Platform (TLP) tendons. This effort will focus on tendon integrity management, tendon life extension, fatigue of "uninspectable" tendon components, and understanding the "uninspectable" tendon components to assist BSEE in understanding the impact of fatigue life of the TLPs and developing necessary regulations for inspection procedures and reporting.
