- Revised Draft Solicitation W911S0-17-R-0011 This amendment to the Pre-Solicitation Notice is to provide a revised Draft Solicitation that contains the On Ramp/Off Ramp Procedure verbiage and the Sample Task Order PWS. __________________________________________________________________ Mission and Installation Contracting Command - Fort Eustis (MICC - Fort Eustis) anticipates issuing a Request for Proposal (RFP) for the Army Virtual Learning Environment (AVLE) requirement located primarily at Fort Eustis, VA. The Government anticipates awarding a Firm-Fixed-Price (FFP) Multiple Award Indefinite Delivery, Indefinite Quantity (MAIDIQ) contract with a twelve (12) month base ordering period and four one-year optional ordering periods. All work is to be performed in accordance with the Performance Work Statement. The designated North American Industrial Classification System (NAICS) code for this acquisition is 541511 - Custom Computer Programming Services and the small business size standard is $27.5M. The Government reserves the right to award up to three (3) MAIDIQ contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. It is required that all contractors doing business with the Government be registered with the System for Award Management at website: http://www.sam.gov. Description of the Requirement: The requiring activity for the Army Virtual Learning Environment (AVLE) services is the Training and Doctrine Command (TRADOC) Capability Manager for The Army Distributed Learning Program (TCM TADLP) located at Fort Eustis, VA. The mission of TCM TADLP is to improve Army readiness by providing rigorous, relevant, and tailored distributed training and education to Soldiers, leaders, and civilians at the point of need from a responsive and accessible delivery capability. TCM TADLP is an integral component of the institutional, operational, and self-development training domains. TCM TADLP combines resources of the Active Army and Reserve Component to deliver instruction to Soldiers and units worldwide. It uses information technology to develop, implement, and evaluate instruction, enhancing and extending traditional methods of learning. TCM TADLP is comprised of Army-wide courseware development, the Army e- Learning program, and the Army Learning Content Management Capability (ALCMC). Critical to accessibility of TCM TADLP products are the Point-Of-Delivery (POD) enablers, including classrooms, mobile devices, desktops, and facilities, used to access content and conduct individual and collective training and education at the point of need. TCM TADLP supports the Department of Defense (DoD) intent to deliver "learner centric" training when and where required, increasing and sustaining readiness throughout the force, Active and Reserve. AVLE provides virtual learning for training and education products in support of the Department of the Army. A few of the key performance outcomes are to design, develop, and deliver an extensive range of distributed learning training and education products, to develop five levels (0 through 4) of instructional multimedia (level 5 is not in the scope of this contract or subsequent task orders), design products employing innovative instructional strategies and methodologies, and to design products that support analysis, synthesis, and effective domains of learning. The definition of the five levels of instructional multimedia are: Level 0 - PowerPoint and charts; Level 1 - Practice Activities; Level 2 - Scenario Based Cues; Level 3 - 3D Modeling and Gaming and; Level 4 - Augmented and Virtual Reality. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP. Please note, that this is NOT a Request for Proposal (RFP); only a Pre-solicitation notice. The anticipated solicitation release date will be on or about 31 March 2017. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov. All questions/comments regarding this requirement are due by the response date of 23 March 2017/2:00 PM (EST) regarding this draft Pre-solicitation.
