- THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. The Bureau of Reclamation (Reclamation) is seeking an industry partner that has the resources (funding, expertise, equipment, facilities, etc.) to enter into a Cooperative Research and Development Agreement (CRADA) to mature and commercialize a testing method for the evaluation of magnetic devices. The CRADA partner must be interested in providing a testing service to evaluate magnetic devices for efficacy in controlling scale formation in water systems using the method developed by the New Jersey Institute of Technology and Reclamation. A provisional patent has been filed on this method. The CRADA partner must be located in the United States. The CRADA partner may consider applying for Small Business innovation Research (SBIR) and Small Business Technology Transfer (STTR) grants from other Federal agencies to get funding for this CRADA project. A CRADA essentially authorizes federal agencies to combine their expertise, know-how, and facilities with non-federal entities to research and mature technologies for commercial applications. A CRADA also authorizes the non-federal partner to contribute funding toward the collaborative effort but does not authorize the transfer of federal funds to the non-federal partner. 15 USC 3710a provides a complete description of CRADAs, authorized activities, and the associated licensing and other benefits provided to industry CRADA partners. If you have experience working with other Federal Agencies and/or commercial businesses of similar size and scope, please include agency and/or business name contract number (if applicable), amount and type of contract (e.g. FFP, T&M, Labor hour etc). Any company proprietary information must be marked as such, the RFI information should not exceed a total of 10 one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point.
